Brighton & Hove City Council are releasing a PIN as a Call for Competition for the provision of the Public Health Community Nursing (PHCN) Service. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice. The PHCN service encompasses the delivery of Health Visiting and School Nursing services in Brighton and Hove. Health Visiting teams are based in the City's Children's Centres alongside community Midwifery teams. Health Visitors are supported by a team of Early Years Coordinators employed by the Council. Health Visitors work closely with Children's Social Work in multi-agency safeguarding casework and with the Looked After Children's team providing the Healthy Futures offer to young and vulnerable mothers, The School Nurse Team provides health and wellbeing support to pupils in school alongside delivery of Vision and Hearing Screening and National Child Measurement Programme Screening in Reception and Year 6. School Nursing also plays a role in the delivery of immunisations in secondary schools and the delivers preventative interventions including smoking, healthy eating, physical activity, sexual health and mental health and wellbeing. The proposed contract is for the full delivery of the PHCN service. The current service is delivered under an existing contract. As a result, it is highly likely that a large pool of existing NHS clinical staff would potentially be eligible for transfer under TUPE. Quality Standards and essential requirements of Service Provider: The Service Provider: • must have a strong track record of successfully delivering clinical services to babies and young children 0-5 years, their birthing and non-birthing parents and to school age children and young people and their families; • must have an excellent track record in delivering clinical service to safeguarding best practice; • must demonstrate it has the capacity to deliver the required monitoring data to the national Community Services Data Set and to local monitoring and evaluation process; • will be required to enter into rental agreements with the Council to enable Health visiting service delivery from the Council's Children's Centres/Family Hubs; and • will be required to source their own office space for administrative and management staff and the school nursing team. Contract Period An initial term of four (4) years from 1st April 2024 to March 31st 2028 with optional extension periods of up to a further four (4) years, broken down into two two-year extension periods, subject to performance. Please note, the PHCN service is funded via the Public Health Grant. This Grant is awarded to local authorities from Central Government on an annual basis and as a result, precise levels of future funding are not currently known. Additionally, national salary uplifts relating to NHS staff may have an impact on the delivery cost of this contract. Financial provision for addressing the cost of these uplifts is again subject to Central Government guidance. As a result of these two factors, the estimated contract value below is based on current funding levels in 2022/23. The Service Provider will be required to work with the Council to adapt the service to changing policy and guidance throughout the lift of the contract.

The Council's City Planning service is committed to promoting high quality design and helping to create better places and environments throughout the city. The Brighton & Hove Design Review Panel (DRP) Service will be carried out by a suitably skilled and qualified Supplier in the delivery of Panel Reviews. Panel Review is a tried and tested method of promoting good design and improving quality of built environment projects. It is an essential part of the planning process offering independent, impartial, multi-disciplinary advice on the design of proposals for new buildings and the spaces between them. The Supplier will be responsible for recruiting and convening the DRP to review and provide advice on planning applications. Panel Review will be offered to Applicants preferably prior to the submission of planning applications. It will scrutinise applications considering national and local planning policy. Following the Panel convening, the Supplier will produce a Review Report with the aim of helping Applicants improve their chance of submitting a successful planning application.

Brighton & Hove City Council are releasing a PIN as a Call for Competition for the provision of a 24hour Supported Living Service. Please note the requirements and procedure for submitting expressions of interest via email, further in this notice. The Council is seeking a Service Provider to deliver both the accommodation and care provision. The Service will be a 24-hour supported living provision within Brighton and Hove for 3 to 4 adults with learning disabilities who may also be autistic. The service is designed for individuals who are unable to share space with others, and therefore require their own living space. The service is to comprise of 3 to 4 individual units of accommodation, based upon a person-centred capable environment. Referrals into the service will include individuals who can present with some behaviours that challenge. We are therefore seeking a Provider who has the experience, skills and ability to support individuals with these support needs through a robust and effective positive behaviour support model. The Service will be person centred, strength-based and outcome focused. Providing support in the least restrictive way that enables individuals to live their best life, that meets their needs and wishes, and supports them to be as independent as possible. An approximate model of support for the service is: • 1 background core member of staff • 1:1 staff support for all individuals • Some additional 2:1 support, estimated hours 112-140 a week • 1 Waking Night • 1 Sleep in This is an approximation and will be informed through the number of placements (3 or 4) and individuals referred and assessed for the service. The Service will work collaboratively with all stakeholders in the development and ongoing provision of the service to ensure it meets individuals assessed needs and outcomes, and supports reductions in staffing/move on where this is appropriate.

Brighton and Hove City Council (the council) are looking for a contractor to complete its required energy performance certificates (EPC's) on its housing stock when properties become empty prior to being re-occupied. There may be some limited circumstances where the contractor will be instructed to complete EPC's for occupied properties. The Council are looking for around 850 EPC's per annum for the next three to four years. Brighton and Hove City Council are seeking to consult on a potential contract to deliver property management services to it's portfolio of Block booked Temporary and Emergency accommodation. We currently envisage placing a contract wherein the service provider carries out placement support, access management, regular welfare checks and void property turnaround. Brighton and Hove City Council, East Sussex County Council, West Sussex County Council and NHS Sussex are in the process of undertaking an exercise to recommission Advocacy Services in Sussex. Prior to the commencement of a procurement, we wish to engage with key stakeholders to gather information via an online questionnaire. This is not an invitation to tender. Brighton and Hove City Council are recommissioning their Home Care and Extra Care arrangements, with a new contract due to commence in July 2023. Interested providers are invited to a Market Engagement event regarding the future commissioning intentions for the home care contract in Brighton and Hove. Summary: Brighton and Hove City Council (the Council) are looking to undertake a competitive dialogue / competitive procedure with negotiation to deliver a single materials supplier to support the delivery of its Housing Repairs and Maintenance Service. The intended outcome of the process is to award a contract to a single supplier to act as a broker or single point of contact. This will be to supply all required materials to support the reactive and planned repairs, servicing of and building work to Brighton and Hove City Councils Housing Stock. Currently materials are supplied from a range of specialist's outlets within the City, this helps ensure a flow of materials to a range of trades. The Council would look for the replacement to provide the same or improved access to all materials across all trades. Our proposed contract length would be between 5-10 years with an expected 5-year minimum term. Based on current expenditure the estimated contract value is between £10.3 million and £20.6 million over the term. Brighton & Hove City Council (the Council) are looking to undertake a Competitive Flexible Procedure (Procurement Act 2023) to deliver one or more cleaning and clearance suppliers to support the delivery of its Adult Social Care and Tenancy Management services. The intended outcome of the process is to award contract(s) to support individual service users and tenants across the city where a need has been identified for household de-cluttering, deep-cleaning, ad hoc cleans and regular cleaning services. The value of these services combined is approximately £500,000 per annum. Indicative contract length approximately 4 years. Brighton & Hove City Council Commissioning Team, would like to invite you to a market shaping event on Thursday 8 December 2022 between 1pm and 2pm via MS Teams. The focus of the session will be on residential care and accommodation and support services.
