Brighton and Hove City Council intend to award the contract for an existing service, namely the Public Health Community Nursing Services contract, to the existing provider for a period of up to 5 years (3 years plus potential extension of up to two years).
The service consists of the Health Visiting Service and a School Nurse service whose combined offer covers ages 0-19 yrs. The services are provided in line with the national Healthy Child Programme model with universal, targeted and specialist levels provided according to the needs of babies, children and families.
Health Visitors are based in the city's Family Hubs and work closely with the wider early help system and with community midwifery to provide integrated support. They deliver 5 nationally mandated reviews to all families with babies before their child reaches 2.5 years old and support with a range of health and wellbeing needs including infant feeding, child development and communication, safe sleeping, parent and child mental health.
The School Nurse team provides a named school nurse for every maintained, academy and free school in the city delivering a range of health and wellbeing support and advice to children and young people, parents and carers. In primary schools the School Nurse team delivers vision and hearing screening and the National Child Measurement Programme.
This decision has been made by full Cabinet at a meeting on 26th September 2024. This notice is now being published following the end of the call-in period. The standstill period begins on the date following publication of this notice.
The name of the provider and address and the estimated lifetime contract value are detailed below.
A statement explaining the relevant authority's reasons for selecting the existing provider with reference to the key criteria is included in this notice in Section VI.

Brighton and Hove City Council (BHCC) is admitting providers to the initial round of the Dynamic Purchasing System (DPS) for the supply of services in respect of Community Support and Supported Living for adults. The DPS has an initial contract term of 5 years + with optional further extension provisions for an additional 3 years + 2 years.
The services required fall under Schedule 3 of the Public Contracts Regulations 2015 (PCR 2015). As a result, this procurement is undertaken under the 'Light Touch Regime' as detailed in Section 7 of PCR 2015.
Any interested organisation or consortium with relevant experience may apply to be admitted onto the DPS.
The DPS has two (2) lots and be further divided into sub-lots as follows:
Lot 1: Community Support
Lot 1.1: Adults with Learning Disabilities and who may also be autistic
Lot 1.2: Adults with Mental Health needs
Lot 1.3: Adults who are Neurodivergent and who may also be autistic
Lot 1.4: Adults with Acquired Brain Injuries (ABI)
Lot 1.5: Adults with Physical Disabilities and/or sensory needs
Lot 1.6: Adults with Substance Misuse and eligible Care Act needs
Lot 2: Supported Living, for people with:
Lot 2.1: Adults with Learning Disabilities and who may also be autistic
Lot 2.2: Adults with Mental Health needs
Lot 2.3: Adults who are Neurodivergent and who may also be autistic
Lot 2.4: Adults with Acquired Brain Injuries (ABI)
Lot 2.5: Adults with Physical Disabilities and/or sensory needs
Lot 2.6: Adults with Substance Misuse and eligible Care Act needs
For each Lot, there will be an 'Admission' stage, followed by a 'Commissioning' stage.
BHCC intends to open the 'Admission' stage annually for new applications. The Council reserves the right to revise the number of rounds ('opening ceremonies') for Admission stage per year at its discretion.
By applying to be admitted to the DPS, Providers are not obligated to bid for services at 'Commissioning' stage.
These services are being procured under a multiple-Provider DPS.
There will be no limit to the number of Providers admitted onto the DPS, providing they meet the minimum requirements as set out in the Invitation to Tender documents.
There will be no guarantee of work or volume of work given under this DPS.

*Please note that on 1st July 2022, the CCGs in Sussex (East Sussex CCG, West Sussex CCG and Brighton & Hove CCG), which make up Sussex NHS Commissioners, will cease to exist. At this time the Integrated Care Board (ICB) in Sussex will be established, to be known formally as NHS Sussex. NHS Sussex will assume all the commissioning functions from Sussex NHS Commissioners.
The PHCN service encompasses the delivery of Health Visiting and School Nursing services in Brighton and Hove. Health Visiting teams are based in the City's Children's Centres alongside community Midwifery teams. Health Visitors are supported by a team of Early Years Coordinators employed by the Council.
Health Visitors work closely with Children's Social Work in multi-agency safeguarding casework and with the Looked After Children's team providing the Healthy Futures offer to young and vulnerable mothers,
The School Nurse Team provides health and wellbeing support to pupils in school alongside delivery of Vision and Hearing Screening and National Child Measurement Programme Screening in Reception and Year 6.
School Nursing also plays a role in the delivery of immunisations in secondary schools and delivers preventative interventions including smoking, healthy eating, physical activity, sexual health and mental health and wellbeing.
Please note, the PHCN service is funded via the Public Health Grant. This Grant is awarded to local authorities from Central Government on an annual basis and as a result, precise levels of future funding are not currently known.
Additionally, national salary uplifts relating to NHS staff may have an impact on the delivery cost of this contract. Financial provision for addressing the cost of these uplifts is again subject to Central Government guidance.
As a result of these two factors, the estimated contract value below is based on current funding levels in 2023/24.
First phase of the restoration of the Victorian Cast Iron Terraces on Madeira Drive Brighton including repairs to the retaining wall and decking, installation of a new public lift and stairway.
Brighton & Hove City Council require a software as a service for its Legal Services department that can:
• Manage the large volumes of data generated by the legal teams into individual matters.
• Create documents or templated emails utilising merged fields
• Integrates with Outlook and Word
• Ability to time record on individual matters
• Produce reports on matters by case type, client, Fee earner, Team etc
• Create bundles of documents that are fully compliant with the requirements of the courts.
This is a call off under the KCS framework.
Contract to provide supply chain of construction-related materials for the Council to maintain and repair housing stock and ensure a high property standard for tenants.
Brighton & Hove City Council is seeking a provider(s) to deliver adult (18+) residential rehabilitation services to support drugs and alcohol recovery in the City. The Services are primarily targeted at those who are homeless or insecurely housed and will offer longer-term accommodation-based interventions. Accommodation costs will be met through clients' housing benefit (or otherwise self-funded). The services to be provided will include detoxification preparation and support (when necessary) through a recovery programme and finally independence and move-on. The Council recognises that one model of residential rehabilitation does not meet the needs of all users and that sometimes clients may need additional support and/or more than one period of residential rehabilitative in order to achieve abstinence and recovery. The division of the Services required into two separate lots reflects this position. Referrals to the services will be accepted from the Brighton and Hove Drug and Alcohol Recovery Service.
Brighton and Hove City Council provides an Accredited Provider List system (APL) for the provision of Supported Accommodation for Young People.
The APL has been running since July 2018 and will have a remaining term of 2 years, running until June 2025.
The APL comprises of three categories:
• Category 1: Accommodation and Support (Block Contracts)
• Category 2: Accommodation and Support (Individual Placements)
• Category 3: Support (Individual Placements)
The Council intends to use the APL to call for competition among Accredited Service Providers in order to award Contracts for the provision of the Supported Accommodation for Young People. The anticipated value of these Contracts is between £7m and £10m for Brighton & Hove City Council and between £0 and £1m for East Sussex County Council, in total over the remaining term of the APL.
The objectives of this process are to identify suitably qualified and capable providers who can fulfill the Council's requirements and desired outcomes for the services over the life of the APL.
A description of the Supported Accommodation for Young People required by the Council is set out in the 'Schedule 2 - Specification Young People's Supported Accommodation'.
These services are a collection of Public Health support services that are funded by the Public Health grant and are commissioned by Brighton & Hove City Council Public Health Service.
The Contract/s shall be for a term of three (3) years, with two further optional extension periods of three (3) years each. The Service/s shall commence on the 1st of April 2023.
The budget for the services is agreed annually and is estimated as £2.151m for the first three year period of the Contract, or approximately £717,000 per year.
Payment for the services shall be against a set schedule of rates and will be paid against activity delivered.
Budgets are monitored quaterly and if necessary, thresholds will be set per provider to prevent activity exceeding overall budget.
The services included in the GP LCS are:
(1) Alcohol identification and brief advice (AIBA)
(2) Long-acting reversable contraception (LARC) including:
a) Contraceptive Implant fittings and removal
b) Intra Uterine Contraception Device (IUCD) fittings and removal
(3) NHS health checks
(4) Stop smoking service
(5) Substance misuse shared care
(6) Young People's sexual health (advice, STIs, contraception, pregnancy tests, and onward referrals)
The Knoll House project will deliver a new, modern block providing 28 apartments for people with acquired brain injuries, and for people with physical disabilities. Some units will be specifically for people aged between 18-25, and two of the new flats will be designed for bariatric clients.
Brighton and Hove City Council in Partnership with East Sussex County Council are seekign a single contract for Real Time Passenger Information and Traffic Light Priority Systems. This will include the Capital installation of both systems, new sign infrastructure, upgrades to the existing sign infrastructure in both authorities.
Brighton and Hove City Council require buildings insurance for RTB & Leasehold properties. The Council have a legal obligation to provide buildings insurance for leaseholders.

Brighton and Hove City Council (the Council) is seeking tenders from suitably qualified organisations for the provision of Home Care services and Extra Care services.

The Council is seeking to award contracts to a number of different providers for four separate Lots via this procurement process. Providers may submit tenders for single or multiple Lots.
