Provision of a Homelessness Prevention & Advice Service
This pre-market engagement notice, sets out the requirements Bridgend County Borough Council (the Council) has for a Homelessness Prevention and Financial Advice services. Whilst delivered under one contract, the service will be distinctly split between the following two elements of service delivery:
Homelessness Prevention Service
&
Financial Advice Service
The Provider will work collaboratively alongside the Council’s Housing Solutions team to support, advise and advocate for people who are homeless or threatened with homelessness or otherwise have a housing need. The service will support its service users to tackle issues, such as:
• Homelessness legislation, including duties in line with the Housing (Wales) Act 2014 and right to review
• Notice seeking possession
• Possession proceedings (including potential defences / counter claim)
• Unlawful eviction
• Adhering to Reasonable Steps as set out in Personal Housing Plans
• Income and expenditure
• Debt advice
• Housing Benefit
The service will be embedded within the Council’s Housing Solutions team and will support and create capacity within the Council’s Housing Solutions and Customer Services teams, who will be the primary referrers.
This contract period will be for 3 years, commencing on 1st November 2026 with the option to extend for up to 24 months.
The service will assist with the vision of the Housing Support Grant that promotes “A Wales where nobody is homeless and everyone has a safe home where they can flourish and live a fulfilled, active and independent life”.
Services will also support the prevention and wellbeing agenda of the Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014 and the Well-being of Future Generations (Wales) Act 2015.
The estimated value of this contract will be around £98,000 per annum.
However, the estimated value is subject to market feedback and review, so this could change at the point of the formal Invitation to Tender.
The purpose of holding a Provider Event is to establish the level of market interest and to gather information that will be beneficial in the tendering process. It will also be an opportunity for the providers to ask any questions about the contract. The event format will be 1-1 bookable timeslots with the provider and Bridgend Council officers present. It will take place online via Microsoft Teams.
All providers are welcome to attend and enquire. However, we always encourage local small and medium-sized enterprises to participate.
These events are not a formal call for competition, and non-participating providers will still be eligible to bid for the contract.
The formal Invitation to Tender will be published June 2026.

Provision of Provision of Older Persons Housing Related Support
Advert – Older Persons Housing Related Support Services
This advert describes the requirements Bridgend County Borough Council (the Council) has for an Older Person’s housing related support service. The contract will consist of the following two elements of service delivery to deliver one seamless service:
Older Person’s Floating Support in the community
&
Support to Extra Care Schemes
According to the most recent Census (2021) the population of Wales is estimated to be 3,107,500. When reviewed most recently in mid-2024, this had increased to 3,187,000. This is mainly as a result of positive net international migration, according to Welsh Government research. People aged 65 years or older were estimated to account for just over a fifth of the total population in Wales in mid-2024 (21.7%, or 693,000 people). The number has increased by 13.2% in the last 10 years, since mid-2014. The number of people aged 75 years or older has increased by just under a quarter during the same period (up 23.7%), from around 275,000 people in mid-2014 to around 340,000 people in mid-2024.
There have also been some stark societal shifts over recent years. For example, the estimated number of people living alone and in need of support has been increasing steadily over the last decade. Today, people aged 65 and over make up 47% of single person households and may need additional support with housing related matters.
This tender exercise seeks to appoint a support provider who will deliver a service offering housing related support to the growing population of vulnerable older people aged 55+. The service provider will be flexible in accepting referrals for those 50+ should demand for the service arise, and capacity allow. The service will develop innovative responses to meet the increased demand and to support people in a different way. The service will help Service Users maintain their independence in the community, including in the county borough’s Sheltered Accommodation schemes as well as in the three Extra Care schemes.
Housing related support enables vulnerable people to sustain their tenancy or home and reduces the need for more intensive and costly support at a later stage. It aims to help people maintain their independence and encourages people to settle back into the community. Support will be solution focussed, aimed at resolving issues and preventing crisis.
This contract period will be for 3 years, commencing on 1st January 2027 with the option to extend for up to 24 months.
The service will assist with the vision of the Housing Support Grant that promotes “A Wales where nobody is homeless and everyone has a safe home where they can flourish and live a fulfilled, active and independent life”.
Furthermore, it will support the Council in fulfilling its duties under the Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014 and Well-being of Future Generations (Wales) Act 2015.
The estimated value of this contract will be around £411,000 per annum. However, the estimated value is subject to market feedback and review, so this could change at the point of the formal Invitation to Tender.

Provision of Housing Related Services for Young People
This notice sets out the requirements Bridgend County Borough Council (the Council) has for a range of housing related services for young people. These services will be delivered in line with two separate contracts (Lots) as detailed below:
Lot 1 describes the requirements for provision of:-
Supported Accommodation for 16 and 17 year olds
Mediation Service for 16 to 25 year olds
Advocacy Service for 16 to 25 year olds
Lot 2 describes the requirements for provision of:-
Supported Accommodation for 18 to 21 year olds
Step Down Accommodation for 18 to 21 year olds
Floating Support for 16 to 21 year olds
These services will build upon existing provision responding to the needs of and supporting service users, who are homeless / threatened with homelessness and have housing related support needs.
This contract period will be for 3 years, commencing on 1st December 2026 with the option to extend for up to 24 months.

In order to secure two providers to deliver provision, providers will be able to bid for two Lots, but will only be successful with a maximum of one bid (Lot).

Pre Market Engagement for the Delivery of the UK Government’s Multiply Programme within Bridgend County Borough
Bridgend County Borough Council are holding a Pre Market Engagement Event concerning the delivery of the UK Government Multiply programme with Bridgend County Borough.
The Multiply programme forms part of the UK Government’s Shared Prosperity Fund, that has been developed to support the government’s wider commitment to level up all parts of the UK and provides funding for local investment between 2022 and 2025 and aims to help transform the lives of adults by improving their functional numeracy skills through free personal tutoring, digital training, and flexible courses.
Pre-Market Engagement for the delivery of Bridgend Shared Prosperity Framework
Bridgend County Borough Council (BCBC) are holding a Pre-Market Engagement Event concerning its Bridgend Shared Prosperity Framework Communities and Place (Inclusive Communities) opportunity.
The Bridgend Shared Prosperity Framework is being funded by the UK Government from the UK Shared Prosperity Fund (SPF), part of the government’s wider commitment to level up all parts of the UK and provides funding for local investment between 2022 and 2025.
We are seeking a number of proposals for innovative models of delivery which will add value to the Inclusive Communities sub-theme of Bridgend county borough councils SPF programme delivery.
The proposals will need to focus on activities that would support the Inclusive Communities theme, focusing on:
• Impactful volunteering
• Social action projects
• Community engagement
• Local arts, heritage, cultural and creative activities
• Community measures to reduce the cost of living
We will be providing further information on the Shared Prosperity Fund delivery in Bridgend. In addition, we are seeking discussion with community organisations on potential proposals, how these could complement the local investment delivery plan and adapt the structure and values of the opportunity to enable submissions.

Pre Market Engagement for an Updated Conferencing System within the Council Chamber and Committee rooms
Bridgend County Borough Council is looking to explore innovation in the marketplace ahead of the procurement of updated conferencing systems within the Council Chamber and Committee rooms. The essential aim of the new systems will be to facilitate effective hybrid meetings and future sustainability, via a whole system approach, in line with the requirements of the Local Government and Elections (Wales) Act 2021. Both systems need to enable seamless hybrid meetings (in-person + remote), ensure accessibility and inclusivity, provide high-quality audio-visual experience for all participants and both record and live stream public meetings. The Chamber system also needs to support transparent decision-making with real-time integrated voting.
Pre Market Engagement Event for Recycling Materials Outlet Management
Bridgend County Borough Council is seeking to engage with suppliers in the materials handling market, as part of a pre-tender engagement exercise to gain information to inform an upcoming procurement for the provision of Recycling Materials Outlet Management.
The management / brokerage arrangement will ensure that the successful tendering company will obtain best values for recycling streams with a positive market value being obtained and lowest cost for those with a gate fee to recycle. The successful tenderer will charge a priced annual management fee for its costs and operating margin for the service, whilst costs and income in relation to the recycling materials will be passed directly onto BCBC.
For efficiency and effectiveness, the Council has decided to adopt a brokerage model to manage all its recycling product in the scope of this Invitation and so is seeking interest from organisations able to broker all waste streams over individual material specialists.
At the Pre-Market Engagement event the authority would like to discuss the state of the current recycling market, gain awareness from the experiences of those in the recycling market regarding any significant risks (i.e. specific material streams with limited outlets or risk of individual sector collapse) The authority would also like to discuss with potential bidders’ risk and reward. Helping to shape the forthcoming tender pricing mechanism into one that incentivises and rewards bidders to obtain maximum value, material returns and minimum gate fees for the authority whilst still being attractive to the market as an overall tender package.
Pre Market Engagement for a Replacement Management Information System for Education and Schools
Bridgend County Borough Council's current Management Information System (MIS) Contract for Schools expires at the same time as its Education Local Authority MIS in March 2027; and so the Authority is exploring options to consolidate this requirement into a unified single platform offering functionality to better meet the evolving needs of both schools and the Local Authority.
A pre-market engagement event is therefore being offered to support the Authority explore the potential for a single unified system, view current market developments and innovation to help inform the final specification will be taking place on Friday the 19th of September 2025 11:0am to 13:0pm online via TEAMSs.
