The Provision of a Technology Enabled Care (TEC) Monitoring Service
Bridgend County Borough Council wishes to award a contract that has been tendered for a Technology Enabled Care (TEC) Monitoring Service, This contract will be delivering a high quality TEC Monitoring Service, which will operate on a twenty-four hours a day, seven days a week basis, to receive calls/alerts raised by TEC Equipment, or activated by Individuals, and to provide an appropriate response.
Bridgend County Borough Council is committed to further developing Technology Enabled Care as part of its continued approach to supporting people to live independently, in their own homes for longer, and this Service will support and facilitate this work and preventative approach to supporting individuals within Bridgend County Borough.
B1017 - Bridgend West Pre-Construction Services Agreement
Bridgend County Borough Council (BCBC) is carrying out a programme of modernisation of the primary school estate in Bridged West through delivery of two new primary schools, which will be funded under the Welsh Government’s 21st Century Schools programme. The project involves design and construction of the schools, demolition and site clearance, associated external works and infrastructure removal and diversion (the Works).
BCBC carried out a mini-competition to appoint a contractor to deliver the Works under the SEWSCAP 4 Construction Framework. In view of the current condition of the existing primary school estate in Bridgend, BCBC commenced the mini-competition on 5th February 2025, prior to receipt of planning permission from the local planning authority team. Tenders were received by BCBC on 30th April 2025 .
As a result of delays in the planning process, BCBC was not in a position to finalise the award of the contract for the Works until September 2025. The successful supplier was Willmott Dixon Construction Limited (WDCL) with a tender price of £35,155,320.09 plus VAT..
As part of the planning permission, the local planning authority and highways authority have required BCBC to carry out additional highway-related works as part of the Works. The costs of these works are to be confirmed but are expected to be in the region of [ £1.9m - £2m plus VAT ]. In addition, BCBC anticipates that the cost of the Works will increase by approximately [ £2.35m ] to reflect the impact of inflation since tenders were submitted.
In order to finalise the cost of these additional works, BCBC intends to award a pre-construction services agreement (PCSA) directly to WDCL to carry out the necessary design and engineering services in reliance on Section 41 of the Procurement Act 2023. Furthermore, in order to mitigate the effect on the programme for delivery of the Works, the PCSA will also provide for WDCL to carry out site investigation work and to manage the diversion of existing utilities. The activities covered by the PCSA are the PCSA Services. The diversion work will be carried out by the relevant statutory undertaker.
The value of the services to be carried out under the PCSA is [£697,261.00 plus VAT]. In order to enable WDCL to provide a firm price for the additional works, which have been deemed to be necessary by the local planning authority and highways authority, it is necessary for BCBC to instruct WDCL to carry out the PCSA Services. BCBC does not consider it feasible for a third party designer or contractor to carry out the PCSA Services, in view of the need for WDCL to rely on the outputs of the PCSA Services, only WDCL can enter into the PCSA. In view of the condition of the primary school estate the Works are urgent and due to the conditions imposed by the local planning authority and highways authority, there is no reasonable alternative to BCBC awarding the PCSA to WDCL.
As such, BCBC considers that the justification for direct award under Schedule 5, paragraph 6 of the Procurement Act 2023 applies to the PCSA.
Following conclusion of the PCSA Services and calculation of the impact of inflation, BCBC intends, subject to approvals, to enter into contract with WDCL to deliver the Works, which will incorporate the PCSA Services.
Provision of a Flying Start Childcare Service Framework
The Authority, Bridgend County Borough Council, wishes to award this framework following a tender process to procure an open Framework to award childcare providers offering a childcare place to eligible children within Bridgend, funded through the Flying Start and Flying Start Expansion programmes that sit within the Children and Communities Grant.
The Authority is procuring an open framework. The maximum term of the Framework scheme will be 5 years. Successful suppliers from this procurement process will be awarded a place on the first framework (Initial Framework) for a period of 2 years in line with Grant funding.
On or before expiry of the Initial Framework, the Council will be entitled to re-open the framework and conduct a competitive process to award the second framework under this scheme (the “Second Framework”), admitting new suppliers and readmitting existing suppliers in accordance with the procurement documents. In line with the Procurement Act 2023, there is further flexibility to reopen the framework after the Second Framework, to reflect demand for Flying Start childcare provision at settings.
The framework has been split into two separate Lots to provide parents with more options to take up their offer of Flying Start childcare. Lot 1 - Childminders Lot 2 – Childcare Providers. These two Lots are a fixed list of providers who can be awarded contracts over a set period.
Contract term: Period of Two Years from 1st April 2026 to 31st March 2028
(with the option to extend up to a further 36 months up to 31st March 2031)
Provision of Care & Support Service in Extra Care Housing Scheme
Bridgend CBC wishes to award a contract, for the provision of an Extra Care service in Kenfig Hill, Bridgend (Tender reference B1000).
This is a community based supported accommodation model which supports a preventive and reablement agenda, and the wellbeing initiatives as identified within Welsh Government policies and the Social Services and Well-being Act (Wales) 2014.
The aim of the service is to enable people to ‘live the best life they want to live’ in an environment where the service is the enabler, and the people are the changers. Supporting independence within the person’s home – to increase the range of options for self-support and targeted assistance to build on their strengths and maintain or improve their quality of life.
Conferencing System within the Council Chamber and Committee rooms for Bridgend County Borough Council
Bridgend Council is procuring an updated conferencing system for its Council Chamber and Committee rooms. The essential aim of the new system will be the facilitation of effective hybrid meetings and future sustainability, via a whole system approach, in line with the requirements of the Local Government and Elections (Wales) Act 2021. The new system needs to enable seamless hybrid meetings (in-person + remote), ensure accessibility and inclusivity, provide high-quality audio-visual experience for all participants and both record and live stream public meetings. The Chamber system also needs to support transparent decision-making with real-time integrated voting and provide real time welsh translation
Framework for: The Provision of a Regulated Care at Home Service
Bridgend County Borough Council wishes to award the Framework Agreement for the provision of Regulated Care at Home Services. The Authority is dedicated to helping individuals who have been assessed as having care and support needs to live as independently as possible, for as long as they can within their own homes and communities. Domiciliary Care, also known as Care at Home supports individuals with eligible needs to receive assistance in their own home environment. This assistance may include support from domiciliary care workers with tasks such as personal care, support with meals and other activities of daily living that help, encourage and promote individuals maintain both independence and quality and enjoyment of life.
This framework will be for the period 1st April 2026 to the 31st March 2028 initially (with the option to extend by a further 24 months and an additional 24 months thereafter), to 16 regulated care at home providers
Bridgend County Borough Council wishes to award the delivery of a specialist Early Help parenting support to families. Eligibility for the service will be in line with criteria for the Welsh Government’s Families First and Early Intervention Parenting Support Programmes. The work will involve coproducing a programme of interventions and activities which complement and work alongside the Council’s own Early Help Hubs.
The objective of the service is to strengthen parenting confidence and resilience across all age ranges.
Core activity must include the delivery of structured and flexible interventions in the form of evidence-based parenting courses and group-based workshops, for parents of younger children, school-age children and teenagers, covering themes such as positive behaviour management, establishing routines, effective communication, adolescent development and managing risk-taking behaviour.
Provision of an Early Help Disability Support Service
Bridgend County Borough Council wishes to award a contract for the delivery of a specialist Early Help parenting support to families where there is a disabled child or children.
Eligibility for the service will be in line with criteria for the Welsh Government’s Families First and Early Intervention Parenting Support Programmes. The work will involve coproducing a programme of interventions and activities which complement and work alongside the Council’s own Early Help Hubs.
The key objectives of the service are:
• Provision of professional advice and guidance on managing the effects of Disability on the family. Supporting the whole family to enable them to thrive.
• Providing appropriate parenting support in relation to coping strategies for challenging behaviour.
• Promoting independence and resilience in the community.
PROVISION OF SPECIALIST SUPPORTED LIVING (SSL) SERVICES AT PENCOED, BRIDGEND
The Council wishes to award a contract for the provision of a specialist Supported Living Service for Individuals with a learning disability and complex or challenging behaviours, including neurodivergent conditions.
The specialist supported living service is for people who have a learning disability and/or a high level of health and social care needs. The Individuals who live in these specialist schemes have their own tenancy and require high levels of bespoke support, which is over and above that available in a general supported living service. Support for Individuals also comes from the multidisciplinary Community Learning Disability team and from specialist health teams. The Council is committed to enabling Individuals to achieve their full potential and achieve maximum levels of independence within their local communities.
PROVISION OF A SPECIALIST SUPPORTED LIVING (SSL) SERVICE AT MAESTEG, BRIDGEND
Bridgend CBC wishes to award the provision of a specialist supported living service within the locality of Maesteg, Bridgend County Borough.
A proportion of the placements made at this service are jointly funded by Health due to the complexities of care and support needs for people with a learning disability, which may include neurodiverse conditions amongst other support needs.
An aim of the service is to ensure people can be supported within their own local communities, and to be helped to be as independent as possible. Experience and knowledge of Positive Behaviour Management, and of providing care and support to Individuals with complex health and social care needs as a result of their learning disability is required.
PROVISION OF A COMPLEX SUPPORTED LIVING SERVICE (‘CLOSER TO HOME’ SCHEME) AT CLOS PENGLYN, PENCOED
Bridgend CBC wishes to award the provision of a complex needs (Closer to Home) supported living service at Clos Penglyn, in Pencoed, Bridgend County Borough.
The service is jointly funded by Health due to the complexities of care and support needs for people with a learning disability, which may include neurodiverse conditions amongst other support needs.
An aim of the service is to ensure people can be supported within their own local communities, and to be helped to be as independent as possible.
Providers will need to demonstrate experience and knowledge of Positive Behaviour Management, and of providing care and support to Individuals with complex health and social care needs as a result of their learning disability.
