Bridgewell Market Warming Event July 2024 Bracknell Forest Council is currently developing new supported living accommodation for adults with care and support needs, known as Bridgewell, located in Birch Hill, Bracknell Forest, RG12 7HA. The accommodation consists of four distinct, self-contained 5-bedroom apartments. Each apartment is accessed by its own front door, via a central lobby. Each bedroom has an ensuite bathroom and there is a shared living room, kitchen, and dining room. It is anticipated that adults supported to live at Bridgewell will have some or all of the following in relation to their care and support needs: learning disabilities, health and physical disabilities, profound multi learning disabilities, neurodiversity, sensory impairment, dementia. Adults may have several co-occurring conditions such as mental and physical health needs and it is therefore a requirement of the service that the Service Provider can deliver support to people with a wide range of complex care and support needs. The Council is seeking to procure a single contract for the following services, through a competitive tender process: Lot 1: Landlord Services, including housing management (Housing Provider). Lot 2: Care & Support Provision (Support Provider). The Housing Provider and the Care and Support Provider will work in formal partnership as either a single entity (one organisation with separate Landlord and Care and Support functions) or separate organisations with a service level agreement or management agreement in place. Bidders will not be permitted to bid for a single Lot. The initial contract term is 5 years, with the option to extend by a further 3 years + 2 years (total 10 years), subject to agreement. he Council has been working with a Managing Partner, since 2013 to deliver the various construction programmes of work including Education & Corporate One-Off Capital Schemes, Annual Planned Maintenance Programmes and various survey programmes, the contract is due to expire at the end of June 2025 The Council is currently looking at options to procure a single organisation (not a consortium of organisations) to support the delivering of planned and capital construction project from inception to completion and to include an advice, design, project and programme management service for new builds, extensions and refurbishments of existing buildings from contract ranging from £200k to £10million. This provision is part of the council's Early Help Services, which can contribute to protecting families from harm, reduce referrals to child protection services and improve families' long-term outcomes. The provider will support families with a Tier 2 level of need, with children aged 0-11 years, with at least one child under the age of 5 years. The aim is to provide tailored support to families in response to identified need, through a combination of home visits, other separately funded activities, family group meetings and signposting to other community services. The provider will be required to provide the following: • One to one support to a minimum of 60 families per annum in their homes for a minimum of 20 hours per week • Contact with families within 5 working days of receipt of referral • An agreed Family Plan within 15 working days of first contact • Support to families to be stepped down from the Service within a year from referral, usually within 6 months • A broad range of communication methods to maximise the reach of the service to all sectors of the community • Access to suitably trained employed staff and volunteers who have undertaken all required minimum training, within 3 months of starting employment, especially safeguarding training. The success of this service requires a Provider with the ability to operate within the borough in families' homes. The provider will need to have the appropriate infrastructure in place to support suitably qualified, trained and volunteer staffing with progression and in-role training provided, which includes professional supervision as appropriate to the role. This is a soft market test to engage possible suppliers in advance of procuring a contract or contracts for a comprehensive residential and destination EV charging network across Bracknell Forest Borough. Bracknell Forest Council has been exploring and investigating EV charging solutions since 2015, when we installed our first public use charge point in the High Street multi storey car park in Bracknell town centre. We have since added more chargepoints in this, and other, town centre car parks. From 2021 to 2023, we worked with a commercial supplier to deliver 34 ORCS funded charging sockets across 12 council owned Community car parks. We are now looking to further expand the public chargepoint network in Bracknell Forest, but it is very important we achieve the best solution for the Borough. Our overarching goal is to secure a partner or partners to provide investment and collaborate with us on the planning, installing and operation of a substantial borough wide chargepoint network. From recent discussions with the Energy Saving Trust we anticipate we could secure LEVI funding in the region of GBP350,000 to contribute towards the on-street residential element of our charging network. Our general principle for residential charging excludes charging points located on or in streetlights. Our streetlights cannot support 7kW chargers and are generally located at the back of the footway. We have identified a list of destination sites where, subject to feasibility, we will be happy for EV chargers to be installed. A list of these sites is provided in the PIN documentation. We would welcome an indication of your interest in these sites, albeit we recognise that any interest will be subject to local DNO connection fees which are unknown at this stage. It is our intention that any future contract will make provision for our Parish and Town Councils, registered social housing providers who are not for profit organisations such as housing associations, registered charities etc., or Community Groups, Churches, Village Halls, Schools and any other not for profit community landowners within the County to access and make use of the contract via the Council. Introduction BFC is seeking interest in a proposal to transfer surplus council-owned land at 74-76 Binfield Road (RG42 2AR) to a Registered Provider (RP). It is proposed that offers over £100k will be invited for the freehold to enable a new development of 4 bed family homes for rent and meet a critical shortage of these homes in the area. Site description The total site area of the combined sites edged red on the site plan (74 and 76 Binfield Road) is approximately 1850 sq m. Planning permission was granted for the demolition of the existing buildings on 14 September 2022 (a copy is available on the planning portal under reference 22/00090/DEM) and the buildings are in the process of being demolished to slab level. This work will be completed before the site is transferred. Relevant planning history and policy The previous use of 76 Binfield Road as an office would have fallen within B1(a) of the Use Classes Order (this would now fall within the much broader class E). There is no evidence of planning consent for this use being granted, but this use had existed for in excess of 10 years prior to the demolition of the buildings. The previous use of 74 Binfield Road was as part of the adjoining adult services site and was used as short and medium stay residential facilities for adults with learning disabilities, which falls within use class C2 (residential institution). The proposed residential use would be within use class C3 and whilst there have been no discussions with the planning service, given the site comprises previously developed land within the defined settlement boundary, it is believed that the principle of redevelopment of the entire site for this use would be acceptable. The site is located within a predominantly residential area, with a petrol station to the North-West and adjacent to the existing access point. The site is located within 5km of the Thames Basin Heaths SPA and within 2km of an SSSI. Other Terms Subject to satisfactory interest from RPs the Council will be seeking offers in excess of £100k for the freehold, and on the basis of the following; a) The site is to be developed for affordable four bed family homes for rent. Higher priority will be given to bidders who are able to offer properties for rent at social rent, rather than affordable rent. b) Nomination rights to be granted to BFC in perpetuity c) The contract will be subject to the purchaser achieving a planning consent for their chosen scheme within a reasonable timeframe (to be agreed with the successful provider prior to contracts being exchanged). d) The homes must be delivered and made available for occupation within 2 years of completion of the sale (which will occur after the grant of planning consent). For the avoidance of doubt, no offer below £100k will be considered Additional information: As at today's date the relevant contributions are as follows, but will need to be verified at the point of the application • A development of 100% affordable housing on the site will attract CIL social housing relief. • SANG contributions payable would be a £ £3088 per unit for affordable dwellings • SAMMS contributions would total £1,021 per unit for 4 bed units • There may be other s106 costs to be determined at the application state, which will depend on the detail of the scheme. For example SUDs monitoring fee, Traffic Regulation Order or Biodiversity Net Gain. Access and parking The site adjoins the publicly adopted highway to the south side on Binfield Road. Access into the site was historically via the adult services site to the rear, but has more recently been through a single point onto Binfield Road. Whilst this access point has not been regularised as part of previous planning applications for parking at the site, this has been the only access for in excess of ten years. Access to the site will need to be improved to make it suitable for the proposed redevelopment as the current access is not wide enough for easy two-way movements. The site is opposite a junction and adjoins a petrol station therefore careful consideration will be needed as to how to gain access to the newly developed properties. It is thought that a large number of new access points onto Binfield Road would most likely not be acceptable. Biodiversity There are various trees on the site, which will need to be considered as part of any application. No tree survey is available and the purchaser will need to make their own investigations in relation to this. The previous buildings hosted a bat roost which has been relocated to a tree within the site. As part of the consent to demolish the previous buildings, a licence for development works affecting bats was obtained from Natural England. A copy can be supplied on request and the purchaser will need to continue to comply with the terms of this licence. Utilities Utilities are in the process of being disconnected as part of the demolition programme. The services will be disconnected prior to the sale and information on any known locations will be passed to the purchaser for information. The purchaser will however need to make their own enquiries to satisfy themselves as to the location of services and the capacity of services for the new development.
