Telford & Wrekin Council is seeking to appoint suitably qualified and experienced Consultant(s) to support the Council in the development of the Food and Beverage (F&B) service the new Telford Theatre.

Following a cable theft incident in August 2025 and the asset’s ongoing operational needs, the Council intends to procure a contractor to deliver two phases of work: Phase 1 – Rectification (Cable Theft Redress): Survey, design confirmation, procurement, and physical reinstatement of damaged DC string cabling and associated works to return the whole plant to safe, compliant, and fully operational status. Phase 2 – Ongoing O&M: Full technical O&M services (see exclusions below) , including monitoring, preventive and corrective maintenance, HV operations, reporting, and asset management over a multi‑year term to ensure its long-term performance.

Telford & Wrekin Council is seeking a Provider to support the Council to fulfil its duty with regard to the provision of non-instructed advocacy. The service is for eligible people aged 16+ who have been judged to have substantial difficulty or lack the capacity to engage with processes relating to their care, health and support services, or in deprivation of liberty situations, and do not have an appropriate individual (i.e. family member) to represent them. The ultimate goal of the service is to encourage empowerment in order that Individuals rights are secured, help them to make choices, promote the individual's well-being and ensure that their wishes are taken fully into account. In so doing, the service will promote social inclusion, equality and social justice. The tender brings together several Independent Advocacy requirements into a single contract to cover the following: • Independent Mental Capacity Advocacy (IMCA), including Deprivation of Liberty Safeguards (DoLS) and Relevant Individual's Representative (RPR); • Care Act Independent Advocacy and • Independent Health Complaints Advocacy Service Note: Advocacy under the Independent Mental Health Act (IMHA) is not included as this is commissioned jointly with Shropshire County Council. The benefits of this approach include: • A single contact point with one telephone number to enable ease of access to the service. • Ensures a knowledgeable individual answers the telephone and deals with queries efficiently. • A consistent service with streamlined processes. • The opportunity to have the same advocate where more than one type of advocacy provision is required. • To reduce duplication and improve service delivery. A single Provider, or consortium of Providers may tender for this service but must operate a uniform and consistent service delivery process as well as offer economies of scale. The Service Provider will be required to operate the service within an environment where new legislation, Court judgements and new processes will impact on service delivery. The Liberty Protection Safeguards (LPS) is to be introduced during the operation of this service, and the Provider will implement new working practices and workforce development as necessary to meet the requirements.

The Service shall support the Council and ICB to fulfil its duty in accordance with the requirements of the Children & Families Act 2014 and the SEND Code of Practice 2015 which sets an expectation that children, young people, parent/carers should be involved in the identification, assessment and decision making about the provision to meet special educational needs or disabilities. The Special Educational Needs and/or Disability Information Advice and Support Services (SENDIAS) shall provide children, young people (aged 0-25) and their parent/carers(s) with free impartial, confidential and accurate information, advice and support about education, health and social care on matters relating to special education needs and disability. This provision should support independence and self-advocacy for children, young people and parents, enabling them to take part effectively in discussions and decisions relating to their education, health and care provision. This service will ensure it is delivered in a way that ensures parents, children and young people understand their entitlement to education, health and care support under the SEND Code of Practice and within the Local Authority SEN Graduated offer.

Telford & Wrekin Council and Shropshire Council are seeking to commission a Foster Care Overnight Short Breaks service for children and young people (CYP) with disabilities and complex health needs across the county. The Children Act 2004 and the Breaks for Carers of Disabled Children Short Breaks Regulations 2011 require Local Authorities to provide services designed to give breaks for carers of children with disabilities. The Short Breaks offer aims to support the needs and aspirations of children and young people with disabilities, as well as support parent, carer and family wellbeing. Short Breaks provide an opportunity for CYP with disabilities to: spend time away from their carers; try out new things; have fun and make new friends; helps to support a child or young person’s social and emotional development; as well as providing them with new experiences and an opportunity to learn new skills. It is important that the short break gives the young person the opportunity to develop their independence in preparation for adulthood.  Short Break services span a range of activities, care and support options that a CYP with disabilities may need. A Short Break can last from a few hours to a few days, an evening, a weekend, and school holiday daytime activities, depending on assessed need. There is insufficient, local overnight Short Breaks across both Telford and Wrekin borough and Shropshire Local Authority areas. Therefore both Councils are seeking to jointly commission a Foster Care Short Breaks service for CYP with disabilities and complex health needs in the county. This aligns to both Council’s ambition to offer regulated, local and high quality overnight respite, within a homely environment.

You are invited to bid to deliver on the NEET Engagement & Reduction Project which is funded via the UK Shared Prosperity Fund (UKSPF). The Council is looking to receive applications to join a multi-supplier framework to carry out the required services. A maximum of two suppliers will be selected.Telford & Wrekin Council has received confirmation of further funding for a 12-month period from April 2025. The Council is committed to supporting all our young people to have a great transition into learning and work and are looking for targeted support for our most ‘at risk’ or vulnerable young people. In many cases we can identify those young people who are at risk of becoming NEET before they leave education and work to address the barriers. Unfortunately, some young people leave school, education or training and become NEET. The claimant count in the borough for those aged 16-24 equates to 990 young people. We are seeking 2 providers to engage and support these young people, working with them to overcome barriers, and to progress them into education, training or employment. Evidence has shown that early engagement impacts positively on their future and prevents them from becoming long term unemployed. We want to retain our young people and talent, so they have successful careers in the Borough Data shows that as a Borough we have a lower than national average number of people achieving Level 2 qualifications. Further, businesses tell us that young people are not demonstrating the soft skills required for work and in some cases have unrealistic expectations of employment. We believe: • Every young person should have the opportunity to learn and fulfil their potential. • Young people should be supported into adulthood through pathways that offer skills and personal development. • Young people should feel valued in the economy, have a sense of belonging and be recognised for the contribution they make. • Ensure our young people have a sense of citizenship and want to play an active role in their local communities and the economy. • We are determined that every young person will succeed in Telford & Wrekin, and our role is to ensure it is one of the best places in the country for young people to grow, learn, develop and achieve. The two providers will support young people identified as NEET (aged 16-24), working with them to overcome barriers and increasing their chances of progression. Each provider will be awarded a call off contract and be required to deliver across Telford & Wrekin. It is intended that once a call off contract has been awarded, full delivery will commence within 14 days. Entering into a Framework Agreement with a Provider shall not be deemed to imply that any Call-Off Contracts will be issued to that Provider. Admittance onto the Framework is no guarantee of any award of Call-Off Contract or services, or future ordering of any volume or value of services.

You are invited to bid to deliver the “Business Upskilling: Sales Development” which is funded via the UK Shared Prosperity Fund (UKSPF). The Council/Invest Telford is committed to supporting local businesses to become more competitive. We are seeking to appoint a supplier that can deliver our requirement of increasing the ability of our local SME businesses to sell more effectively, driving growth within businesses. The project will seek to strengthen their sales capabilities through structured workshops and one-to-one mentoring. The overarching objectives of the project are to: • Improve the sales performance (increased revenue) of Telford-based SMEs; particularly micro and small businesses. • Equip businesses with the skills, knowledge and confidence to grow their customer base. • Enable local businesses to effectively respond to commercial opportunities including public and private sector tenders. • Provide tailored mentoring to address business-specific sales challenges. • Introduce and apply digital tools and techniques to enhance modern sales strategies. We aim to help participants develop their sales skills to more advanced levels with more enhanced techniques such as prospecting, negotiation and closing sales. They will be able to stand out from the competition given increased knowledge and confidence. The project has a UKSPF budget allocation of £65,000 and bidders are asked to specify the number of outputs as a stretch target of between 45 and 60 businesses supported having considered the requirement and funds available. You have been invited to bid to facilitate the Telford & Wrekin Borough Climate Change Partnership Annual Conference 2025. In 2019, Telford and Wrekin Council declared a climate emergency and made a public commitment to become carbon neutral by 2030. There was also a wider commitment that the borough become carbon neutral by 2030. The Council continues to support this through a wider Telford and Wrekin Borough partnership including organising an annual Partnership Conference.

The criminal exploitation of children has become a growing priority in the UK for child protection, police, schools and local support agencies. The need for a national strategy and best practice guidance is a current focus for the Government, and that will unfold during the duration of this contract for a service to support young people at risk of criminal exploitation. Within the borough of Telford & Wrekin, the Community Safety Partnership creates a multi-functional team to tackle local issues - including Child Criminal exploitation. This collaboration between agencies working with children is essential for ensuring children receive the best safeguarding and support to promote their wellbeing. In respect of this, Telford & Wrekin Council are seeking a service provider to work alongside our: • Childrens Services CATE Team, that specialises in services for children and young people who are affected by child exploitation and harm outside of the home; and our • Education Safeguarding function; and our • Community Safety Team Overall, the Council are looking for a provider with the necessary expertise to deliver this specialist service, that forms a key part of the Council's duty to safeguard our children and young people from criminal exploitation, enabling them to make positive choices and fulfil their potential for adulthood.

Telford & Wrekin Council Highways Team are looking for the provision of software services which will allow the authority to monitor weather and rainfall forecast data at a local scale. At Telford & Wrekin Council the Highways Drainage and Flood Risk team undertakes the responsibilities of both the Lead Local Flood Authority, and the operational flood response of the Highways Authority. To allow us to better undertake these responsibilities, we require use of a product license which will allow The Authority to make informed decisions regarding flood response at an appropriate resolution (in time and space). The software must also allow post event data analytics of the specific flood events to allow reporting on floods in line with LLFA responsibilities under the Flood Water Management Act 2010.

Telford & Wrekin Council and Shropshire Council wish to commission a Provider to deliver planned overnight short breaks to resident children and young people aged 5-17, with disabilities. There is insufficient, local overnight Short Breaks across both Shropshire Local Authority area and the borough of Telford and Wrekin. Therefore both Council's are seeking to jointly commission a Foster Care Short Breaks service. This aligns to both Council's ambition to offer regulated, local and high quality overnight breaks, within a homely environment. Telford & Wrekin Council are the tender process lead. The successful provider will be awarded a contract from both LAs. There will be an ongoing partnership between the provider and these two Ofsted "Outstanding" Councils regarding service delivery and monitoring of impact and outcomes. The Short Breaks Regulations set a requirement for Local Authorities to provide a range of overnight short break opportunities available to children and young people with disabilities. The Short Breaks offer aims to support the needs and aspirations of children and young people with disabilities, as well as support parent, carer and family wellbeing. Planned overnight breaks are an essential source of Short Breaks support for families that are eligible, providing a much needed break for both parent carers, the child/young person and supports family wellbeing. We want to ensure that overnight breaks are a positive experience for the CYP, helping to support their social and emotional development as well as providing them with leisure and opportunity to learn new skills. The Council is seeking a provider that can satisfy the service delivery requirements, Ofsted requirements, and the workforce requirements to deliver a quality and sustainable overnight short breaks provision. It is understood that the successful provider will require time for recruitment and training in the lead up to service delivery, and this will be underpinned via a partnership approach over a long contract period.

This is for a Library Management System to include a front facing website that enables customers to join, reserve and renew books online.

Carry out the servicing and response maintenance 24/7 365 days per year to properties owned and managed by the council, for the duration of the contract period.
