We are seeking expressions of interest from specialist providers able to offer high quality, skilled, and person centred accommodation and support for a young man who will turn 18 in September 2026. He will require a bespoke accommodation, care, and support package to meet his complex needs as he transitions into adulthood.
The young man has:
• Learning disability
• Autism
• Phelan McDermid Syndrome (PMS)
His presentation is fluctuating and complex, including:
• Cycles of excited catatonia
• Variable attention and engagement
• Significant sensory needs
• A range of behaviours of concern
• Periods of regression related to PMS
• Strong enjoyment of social interaction, humour, and hands on, practical activities
He requires a stable, confident, well trained staff team who can provide:
• Predictable structure
• Relational, warm, engaging support
• Skilled, specialist approaches tailored to his daily fluctuating needs

Short Breaks Foster Care Overnight Service for Children and Young People with a Disability
Telford & Wrekin Council and Shropshire Council wish to commission a Provider to deliver planned overnight short breaks to resident children and young people aged 5-17, with disabilities.
There is insufficient, local overnight Short Breaks across both Shropshire Local Authority area and the borough of Telford and Wrekin. Therefore, both Councils are seeking to jointly commission a Foster Care Short Breaks service. This aligns to both Council's ambition to offer regulated, local and high-quality overnight breaks, within a homely environment.
Telford & Wrekin Council are the tender process lead. The successful provider will be awarded a contract from both LAs. There will be an ongoing partnership between the provider and the two Councils regarding service delivery and monitoring of impact and outcomes. The tender is scheduled to be published September 2025.
The Short Breaks Regulations set a requirement for Local Authorities to provide a range of respite opportunities available to children and young people with disabilities. The Short Breaks offer aims to support the needs and aspirations of children and young people with disabilities, as well as support parent, carer and family wellbeing.
Planned overnight breaks are an essential source of Short Breaks support for families that are eligible, providing a much-needed break for both parent carers, the child/young person and supports family wellbeing. We want to ensure that overnight breaks are a positive experience for the CYP, helping to support their social and emotional development as well as providing them with leisure and opportunity to learn new skills.
The Council is seeking a provider that can satisfy the service delivery requirements, Ofsted requirements, and the workforce requirements to deliver a quality and sustainable overnight short breaks provision. It is understood that the successful provider will require time for recruitment and training in the lead up to service delivery, and this will be underpinned via a partnership approach over a long contract period.

Telford & Wrekin Council will publish a tender for the provision of the Special Education Need and/or Disability Information, Advice and Support Service (SENDIAS) around the 1st April 2026.
The Service shall support the Council and ICB to fulfil its duty in accordance with the requirements of the Children & Families Act 2014 and the SEND Code of Practice 2015 which sets an expectation that children, young people, parent/carers should be involved in the identification, assessment and decision making about the provision to meet special educational needs or disabilities.
The Information Advice and Support Services (IASS) shall provide children, young people (aged 0-25) and their parent/carers(s) with free impartial, confidential and accurate information, advice and support about education, health and social care on matters relating to special education needs and disability. This provision should support independence and self-advocacy for children, young people and parents, enabling them to take part effectively in discussions and decisions relating to their education, health and care provision.
The Contract will start 1st October 2026 for a duration of up to 7 years.

Telford & Wrekin Council is seeking a Provider to support the Council to fulfil its duty with regard to the provision of non-instructed advocacy. The service is for eligible people aged 16+ who have been judged to have substantial difficulty or lack the capacity to engage with processes relating to their care, health and support services, or in deprivation of liberty situations, and do not have an appropriate individual (i.e. family member) to represent them.
The ultimate goal of the service is to encourage empowerment in order that Individuals rights are secured, help them to make choices, promote the individual's well-being and ensure that their wishes are taken fully into account. In so doing, the service will promote social inclusion, equality and social justice.
The tender brings together several Independent Advocacy requirements into a single contract to cover the following:
• Independent Mental Capacity Advocacy (IMCA), including Deprivation of Liberty Safeguards (DoLS) and Relevant Individual's Representative (RPR);
• Care Act Independent Advocacy and
• Independent Health Complaints Advocacy Service
Note: Advocacy under the Independent Mental Health Act (IMHA) is not included as this is commissioned jointly with Shropshire County Council.
The benefits of this approach include:
• A single contact point with one telephone number to enable ease of access to the service.
• Ensures a knowledgeable individual answers the telephone and deals with queries efficiently.
• A consistent service with streamlined processes.
• The opportunity to have the same advocate where more than one type of advocacy provision is required.
• To reduce duplication and improve service delivery.
A single Provider, or consortium of Providers may tender for this service but must operate a uniform and consistent service delivery process as well as offer economies of scale.
The Service Provider will be required to operate the service within an environment where new legislation, Court judgements and new processes will impact on service delivery. The Liberty Protection Safeguards (LPS) is to be introduced during the operation of this service, and the Provider will implement new working practices and workforce development as necessary to meet the requirements.

Purpose of this Notice
In accordance with Sections 16 and 17 of the Procurement Act 2023 and the Procurement Regulations 2024, Telford & Wrekin Council intend to conduct preliminary market engagement to inform the development of the specification and procurement strategy for Grounds and Cleansing Maintenance Services.
This engagement aims to:

Environmental tasks: fly-tip removal, graffiti clearance, litter removal, litter bin servicing and associated services.
