Blackburn with Darwen Borough Council is looking to procure two Community Bereavement Support Services and is holding online pre-market engagement events on Monday 12th January 2026.
These engagement events aim to develop a clearer understanding of the market and gather insight into supplier capabilities, innovations, and delivery models for the provision of bereavement support services in Blackburn with Darwen.
The sessions will also support providers in understanding procurement requirements and will help inform the development of value-driven service specifications.
The engagement events will cover the following separate service areas:
1) Children and Families Bereavement Support Service (Lot 1)
2) Adults' Bereavement Support Service (Lot 2)
Each service will be discussed in a separate engagement session. Suppliers are welcome to attend either session or both, depending on their areas of interest, skills, and expertise.
BACKGROUND
The intended aims of both proposed services would be to provide low level emotional and practical support to those who have been bereaved; reducing stigma, supporting them to grieve, and preventing the escalation of distress by offering early intervention.
Both lots will be delivered independently but remain connected to Blackburn with Darwen's wider Public Mental Wellbeing Programme, complementing two existing contracted services already being delivered:
(1) Mental Health and Suicide Prevention Training and Engagement
(2) Men's Mental Wellbeing Service

The aim of this procurement is to procure quality and sustainable Home Care and Support Services.
- The Home Care and Support Service will be accessed by:
residents over 18 who have been assessed as eligible to receive Home Care and Support, and who receive care commissioned by the Council or the ICB.
People accessing the home and support service may experience dementia, learning disability, sensory impairment, autistic spectrum disorders, mental and emotional distress, severe physical impairment and/or acquired brain injury.
The Home Care and Support Service will meet the needs identified in a Support Plan.

This service will be developed to deliver support and accommodation services for people with:
a learning disability, a mental health problem, a physical and/or sensory impairment, autism.

To deliver the Growth and Development Programme the Council has identified a number of sites across the Borough with projects planned to be implemented over the short, medium and long term. Delivery of these private and public sector projects will generate many benefits to the Borough, including:-
• Additional tax revenues to support the Council's Medium Term Financial Strategy;
• Accelerate economic activity to create employment opportunities for residents;
• Support growth and vitality in the town centres of Blackburn and Darwen;
• Generate financial benefits from strategic land receipts; and
• Extend the choice and range of new family housing to attract new residents into the Borough.
The framework will be for for all works, goods and services relating to any property, construction and civil engineering works for growth projects and programmes. including: demolition, development, refurbishment or re-modelling of existing properties owned and / or used by the framework users.
The Framework is intended to be used for the procurement of goods, works and services in delivering a variety of projects covering building construction, civil engineering, highways infrastructure and commercial developments.
The Framework will include all activities necessary to deliver completed developments, buildings and infrastructure, including acquisition or disposal of land for development, development or project finance; obtaining statutory permissions including planning permission; supply chain procurement and management, design services, construction works, marketing and sales.
Typical schemes to be procured through the Framework may include education buildings, leisure facilitates, retail schemes, commercial development, elderly accommodation, mixed use schemes and construction of supporting infrastructure, roads, site remediation, demolition and other enabling works necessary to prepare sites ready for future development or disposal.
