Blaby District Council, Charnwood Borough Council and Hinckley and Bosworth Borough Council are working together to develop a campaign for roll out in Spring 2023 that will aid in the reduction and prevention of anti-social behaviour across the council areas. They are working closely with wider community safety partners including the Office of Police and Crime Commissioner (OPCC), Leicestershire Police and the Violence Reduction Network (VRN).

The Council wishes to invite tenders for the supply of services in respect of the provision of cleaning services through the interventions that take place around Leicester, Leicestershire and Rutland for residents who have found themselves in hospital faced with housing related barriers to discharge. Please see Appendix A for an example of the service provided.

The anticipated contract commencement date is 18th November 2024.
The Council proposes to enter one contract for an initial period of 12 months with the preferred supplier, with an option to extend for a further period of 24 months, making 36 months in total.
Any proposed extension is subject to satisfactory performance by the supplier and in accordance with the Council’s business requirements.
Any proposed extension to the contract will be agreed in writing between the Council and the supplier.
The Council wishes to invite responses for the supply of services in respect of agency staff to cover day to day operations for driving and loading of refuse collection vehicles ("RCV's") Further information can be found in Document Two Specification
The Supplier will provide a stray dog seizure and kennelling service which complies with the Council's statutory responsibilities under, and is otherwise compliant with, applicable laws (including any regulations, orders and other legislation made under such Acts) and all others implemented during the Agreement period (including, without limitation, the following):-

• Environmental Protection Act 1990
• Environmental Protection (Stray Dogs) Regulations 1992
• Road Traffic Act 1988
• Animal Welfare Act 2006
• Antisocial Behaviour, Crime and Policing Act 2014
• The Animal Welfare (Licensing of Activities Involving Animals)
(England) Regulations 2018
The Service shall include:-
• All essential receiving, seizing and transport of stray dogs.
• Provision of kennelling service for the temporary kennelling of stray dogs seized in the District of Blaby for the statutory period of 7 clear days as set out in the Environmental Protection Act 1990.
Provision for a stray dog collection service, between the hours of 09:0-21:0 Monday to Friday, 10:0-21:0 Saturday, Sunday and Bank Holidays.
