Purchase and installation of a Tapered Element Oscillating Microbalance Filter Dynamics Measurement System. This will be replacing the Council's existing particulate matter monitor. It will monitor PM2.5 and PM10 in order to measure PM levels across the district in line with local authority statutory duties.
Blaby District Council wishes to appoint a single provider for the provision of minor works to former small BMX track and installation of gas monitoring wells and break up of tarmac areas at current BMX track.
The purpose of this notice is to notify the market of the decision to award this contract to the incumbent supplier, due to the specialist nature of these works and the supplier having the necessary expertise and equipment to carry out these works. The incumbent provider has previously installed pipe works and mainfolds at the same site and therefore also has extensive knowledge of the works site.
Following the emergency situation at the leisure centre in November 2021, significant investment has been made into the site, deploying various passive and active venting infrastructure to manage the levels and migration of landfill gases at a cost of over £400k. The works proposed as part of this will increase the coverage of the landfill gas mitigation system and will help to prevent migration of landfill gases from this area of the site. Additionally, the works are required to ensure safety of the site (i.e. reduced surface migration of gases) with regards to a potential future public reopening. The works to the BMX track will reduce the Council's liability at the site.

The Supplier will provide a stray dog seizure and kennelling service which complies with the Council's statutory responsibilities under, and is otherwise compliant with, applicable laws (including any regulations, orders and other legislation made under such Acts) and all others implemented during the Agreement period (including, without limitation, the following):-

The Service shall include:-
• All essential receiving, seizing and transport of stray dogs.
• Provision of kennelling service for the temporary kennelling of stray dogs seized in the District of Blaby for the statutory period of 7 clear days as set out in the Environmental Protection Act 1990.
Provision for a stray dog collection service, between the hours of 09:0-21:0 Monday to Friday, 10:0-21:0 Saturday, Sunday and Bank Holidays

This further competition has been issued to all eligible suppliers in Sub-Lot 1A - Site Security (East Midlands) of the ESPO Security Services Framework Reference Number 347_22.
The estimated budget for for this contract is £42,000 excluding VAT per annum.
The anticipated contract start date is 1st December 2025.
The council proposes to enter into a contract for an initial period of 48 months, with the option to extend for a further 12 months subject to satisfactory performance.
