The Local Authorities in Northern Ireland have developed a new enterprise support service ‘ESS’ which aims to put in place a more ambitious approach to the delivery of start-up and growth support which seeks to revamp the current offer and increase the number, survival and growth rates of new businesses across the region. Given the varying needs of the individuals, entrepreneurs and businesses that will likely engage with this service across the business lifecycle, the Local Authorities have identified a need to put in place a framework of ESS, this NIESS Framework A, which will:
a) Be proactive and flexible to address market needs.
b) Incentivise market development activity.
c) Provide a core programme of service delivery across the region.
d) Provide access to specialists in certain sectors / target groups.
e) Be flexible in responding to future variability in demand and funding.
f) Provide quality services that meet user needs; and
g) Support the Local Authorities strategic ambitions aligned with The Northern Ireland Draft Programme for Government, 10x Economy – Northern Ireland’s Decade of Innovation, Economy 2030, draft Green Growth Strategy for Northern Ireland, Invest NI’s forward business plans, the City/Growth deals, and inclusive growth focus of the individual Council community plans.
The NIESS, which is described in greater detail in the Specification, will comprise the following three frameworks/ contracts which are being procured separately:
a) NIESS Framework A (preferred Contractors) - Growth and Scaling;
b) NIESS Framework A (preferred Contractors) - Engage and Foundation; and
b) NIESS Framework B (Subject Matter Experts and Sector Experts).
This procurement relates to the award of a contract to the Contractor for each of five (5) geographic Lots for NIESS Framework A (preferred Contractors) covering the Growth and Scaling requirement. The geographic Lots are based on groupings of the 11 Local Authorities and are for the provision of ‘growth and scaling’ level supports as further described in the Specifications and in section 1.4 of the ITT.

Belfast City Council invites Tenders from suitably qualified and experienced economic operators ‘Bidders’ for the development and delivery of Events as part of the St Patrick’s Celebrations.
The tender is divided into four (4) Lots outlined below:
Lot 1 – Provision of a Carnival Parade / Pageant
Lot 2 – A City Centre Weekend Music Programme
Lot 3 – A City Wide Musical Showcase

The project is for the provision of a new crematorium building at Roselawn Cemetery, Ballygowan Road, Belfast.
The site is located within the curtilage of the existing Roselawn Cemetery and comprises some 18.2 hectares of a grassed field site. The development has three main components:
1. New Crematorium building, comprising of 2no 200 seat Chapels/ceremony rooms with waiting and welfare spaces for funeral services, Crematory for the incineration of human remains and administration block for ancillary function including office, ash collection, staff changing and staff welfare. The building will be set within a woodland setting with tree lined routes leading to dedicated signposted car parking for each Chapel. Parking is provided for 220 cars including accessible provision and electric charging points, all walkways for parking areas are on a level gradient for ease of access.
2. A New Entrance and right- hand turning lane off the Ballygowan Road is designed to provide a dignified formal threshold to the facility and to ensure that there is no unnecessary disruption to the existing roads. New gates and crematorium signage will be set back from the road edge. The new entrance and right hand turning lane is required to be constructed before the main construction work commences on the new crematorium building to facilitate contractor access to the site. The Ballygowan Road is an A class road with a national speed limit of 60mph.
3. The installation of the cremators and associated works. These will be installed by a specialist contractor appointed separately by the Client. The Contractor must allow for all works associated in liaising with, and providing attendances to, the specialist installer to provide a completed facility ready for operation by the Client by the completion date.

The scope of the services required includes:- Small Engineering and general metalwork company to assist the Property Maintenance Unit delivering emergency callouts, reactive repairs and planned maintenance works.

2. Public Toilet Vent Systems – (service to include Vacuum cleaning all debris from fans and grilles )

The provision of an emergency, 24 hour, 365 days per year call-out services to secure and make safe Council property is an essential and integral part of this work and is ‘of the essence’ with regards to the award and performance of the contract.
The Contractor is required to have his representative on site within one hour to make safe the location during normal working hours and within two hours outside normal working hours within the Contract area. The Contractor shall provide the Council with one contact name and telephone number for this purpose.
