Belfast City Council invites expressions of interest ‘EOIs’ from suitably qualified and experienced providers ‘Bidders’ for the provision of a campsite for the Fleadh Cheoil na hÉireann event in Belfast City in August 2026. Bidders are asked to email their EOI to cps@belfastcity.gov.uk no later than Friday 28th November 2025. Upon receipt of your EOI, Bidders will be issued a Project Brief document setting out the requirement in more detail and will be asked to re-confirm that they are still interested in participating in the procurement exercise following consideration of the Project Brief. Bidders who re-confirm their interest in line with the instructions set out in the Project Brief will then be added to a list select Bidders who will then be involved in further stages of the procurement. Further stages are yet to be determined and may be dictated by the level of interest from the market but at this stage will likely include: Stage 1 – Engagement with interested Bidders to better under capability and capacity to help scope the requirement Stage 2 – A competitive tendering stage

This Contract is for the Supply and delivery of high-quality bedding plants, bedding bulbs and Maintenance, removal and emptying of floral displays service across a number of Council locations ‘the Premises’ under the following Lots: Lot 1 – Supply and delivery of high-quality bedding plants Lot 2 – Maintenance, removal and emptying of floral displays service Lot 3 - Delivery and Off-loading of Forcing and Bedding Bulbs Lot 1 Goods - will provide the supply and delivery of High-Quality Summer and Winter Bedding Plants. Belfast City Council has a number of parks and open spaces in which high quality floral bedding schemes are provided . Lot 2 Services - will provide maintenance, removal and emptying of floral displays service. Belfast City Council’s City & Neighbourhood Services Department supports the “Belfast in Bloom” initiative by providing hanging baskets, flower towers, and planters across the city during the summer season. To maintain these displays to a high standard, the Council seeks to appoint a suitably qualified and experienced Contractor to carry out maintenance and end-of-season removal. All floral containers remain the property of the Council. Lot 3 Goods – will provide the supply, delivery and off-loading of good quality forcing and bedding bulbs to be delivered to 4 park sites during fixed dates in the months of September and October throughout the contract duration.

The PEACEPLUS Community Connections project aims to support the integration and inclusion of people from minority ethnic backgrounds to grow their representation and voices within the city as well as developing familiarity and links with other communities. The Council wishes to appoint an authorised Contractor to transport waste from Belfast City Council's Recycling Centre’s, Civic amenity sites, Parks and Cleansing sites, Duncrue Complex, the Zoo and other Council premises as required to the Councils Waste Transfer Station or onward to other contractors for further treatment. We also require a contractor to provide a range of skip containers to various council sites and facilities for long and short-term hire when required.

Management of medical and first aid services at the Fleadh Cheoil na hÉireann event in Belfast, August 2026. This includes, but is not limited to: Establishment and operation of a dedicated medical centre, Provision and maintenance of appropriate medical equipment, Deployment of trained medical and first aid personnel, Supply of suitable vehicles for medical response.

The Local Authorities in Northern Ireland have developed a new enterprise support service ‘ESS’ which aims to put in place a more ambitious approach to the delivery of start-up and growth support which seeks to revamp the current offer and increase the number, survival and growth rates of new businesses across the region. The service aims to provide a set of connected ESS where individuals, entrepreneurs or businesses can access a continuum of support to meet their needs, aligned with the relevant stage of their business. Given the varying needs of the individuals, entrepreneurs and businesses that will likely engage with this service across the business lifecycle, the Local Authorities have identified a need to put in place a framework which will: • Be proactive and flexible to address market needs. • Incentivise market development activity. • Provide a core programme of service delivery across the region. - Provide access to specialists in certain sectors / target groups. • Be flexible in responding to future variability in demand and funding. • Provide quality services that meet user needs; and • Support the Local Authorities strategic ambitions aligned with The Northern Ireland Draft Programme for Government, 10x Economy – Northern Ireland’s Decade of Innovation, Economy 2030, draft Green Growth Strategy for Northern Ireland, Invest NI’s forward business plans, the City/Growth deals, and inclusive growth focus of the individual Council community plans. The NIESS will comprise the following three frameworks/ contracts which are being procured separately: i. NIESS Framework A (preferred Contractors) – Growth and Scaling; ii. NIESS Framework A (preferred Contractors) – Engage and Foundation; and iii. NIESS Framework B (Subject Matter Experts and Sector Experts); This procurement relates to the NIESS Framework B (Subject Matter Experts and Sector Experts). Belfast City Council requires an organisation, or collective of organisations, or individuals to work with the Council to promote and operate the visitor centre at the City Cemetery. This includes operation of walking tours, provision of specialist adult workshops, and provision of educational and youth tours.

This ITT has been issued by the Council in connection with a competitive tendering procedure being conducted in accordance with the Act. The Council invites Tenders from suitably qualified and experienced economic operators ‘Bidders’ for the provision of arboriculture services for Council Parks and DfI Street Trees. This ITT sets out the information which is required by the Council to assess the suitability of Bidders' legal and financial capacity and technical ability ‘Conditions of Participation’ to meet the ITT requirement. In addition to this, quality, social value, and pricing proposals ‘Award Criteria’ will also be assessed before any contract award is made.

This service is to ensure that householders who order new or replacement bins or containers receive them in a timely manner enabling them to continue recycling. There may be a requirement for repairing of or disposing of damaged bins.

Belfast City Council (“the Council”)has concluded a tender competition for the supply, delivery of a wide range electrical consumables and sundries including a collection services from suppliers shops/ warehouses to support the Councils operations and maintenance teams.

This procurement is for the provision of arboriculture services for Council Parks and DfI Street Trees. The requirement is split into the following 4 lots: • Lot 1 – BCC Park Trees; • Lot 2 – DFI Street Trees maintenance Belfast North/Central • Lot 3 – DFI Street Trees maintenance Belfast South/East • Lot 4 – DFI Street Trees maintenance Belfast West/Lisburn/Castlereagh The Council has appointed a single Bidder for each Lot for the provision of the Deliverables although a Bidder may be awarded a maximum of 2 Lots should they demonstrate they have the capability and capacity to do so.

The requirement is split into the following 4 lots: • Lot 1 – Manned security guarding services • Lot 2 – Event stewarding services • Lot 3 – Key holding services • Lot 4 – Mobile stewarding/ patrolling services In line with instructions provided the Council has appointed a single Bidder for each for Lot the provision of the Deliverables.

This tender was for for the supply and delivery of a wide range of vehicle consumables and sundries to support the Council’s fleet management team to carry out planned and reactive maintenance on a wide range of the Council’s fleet.

Belfast City Council requires a contract for the provision of a full service to include design, provision, installation and management of PA, staging, lighting and audio visual equipment for the range of events listed with the Annual programme of Events, and other ad hoc events. Please note the minimum value is GBP 175 000.00 exc VAT to maximum value GBP 900 000.00 exc VAT. The min range reflects the inital contract period of 2 years through to the max range for the utilisation of all renewals/extensions and contract options.
