Basingstoke and Deane Borough Council (BDBC) is seeking to procure asset Valuation Consultancy Services for asset valuations to be included in the Council's accounts and financial statements. BDBC has a significant commercial property investment portfolio, all of which is to be valued by external consultants, on an annual basis. The operational portfolio is also to be valued within this contract, with 1/3 of the operational portfolio valued each year of the contract. The investment element of the portfolio in March 2022 in terms of asset valuation was valued at circa £339m and the operational and car park portfolio was valued at circa £57m. BDBC wishes to procure asset valuation consultancy services in connection with the annual valuation of its property investment portfolio for the next 3 years, with an option to BDBC to extend for a further year.

Play areas provide a range of challenging experiences for children in a relatively safe environment where they can develop skills such as creativity, meet other children and become more independent. Basingstoke and Deane Borough Council (the council) currently has over 150 play areas and 14 ball courts throughout the borough and are committed to maintaining them to ensure the equipment is safe and in good working order. The Council is seeking to appoint a contractor to supply both a planned and reactive repair service encompassing all of the play areas and ball courts within the borough. The successful contractor will be capable of repairing all makes and types of play equipment together with surface repairs. Please see Appendix C for the locations of the sites and Appendix D for an asset list of current equipment. The contract will be for a period of three years with an option to extend for a period of two further years (3 + 1+ 1). This procurement process is being conducted in accordance with the Public Contract Regulations 2015, under an Open Procedure

Concerns the proposed lease restructure involving the surrender of the existing ground lease by Tenant 1 at 6 Jays Close, Viables Business Park, Basingstoke and the granting of two new Leases to Tenant 1 and a new tenant, Tenant 2. The contracting authority will retain the freehold relating to both leases. Any development or works to be carried out is subject to an agreement between Tenant 1 and Tenant 2 only. The contracting authority is also not procuring a works contract under the Public Contracts Regulations 2015, arrangement exempt under PCR 10(1)(a). The total value of the transaction between Tenant 1 and Tenant 2 is unknown. At the time of publication of this notice the rent to be received by the contracting authority following the land transaction excluding VAT is £666,735 per annum.

Basingstoke and Deane Borough Council (the council) is committed to providing first class services and facilities which protect our most vulnerable residents. In 2016 the council undertook a procurement exercise to commission pilot services for social inclusion and homelessness services which could best meet local needs and deliver outcomes. The pilot originally came about following agreement between the council and Hampshire County Council (HCC), whereby grant funding previously attributable to Supporting People was combined with the council's own revenue resources. Following the successful previous commission and subsequent successful operation of the pilot models the existing contracts will run until 31st March 2023. Following a review of the existing operations and previous commission the council; with agreement with HCC is now looking to commission new contracts for the homelessness and social inclusion services. HCC agreed a reduction in spend on County Council funded Homelessness Support Services in 2022 and to a new grant agreement with Basingstoke and Deane Borough Council for 2023-2026, as such the lot structure and contracts have been re-established for this commission as outlined below.: Lot 1 - Emergency Access Homelessness Accommodation and Support (maximum grant available £350,000 per annum) Lot 2 - Targeted Rough Sleeper Outreach, Floating and In-Reach Resettlement Support (maximum grant available of £155,000 per annum) Lot 3 - Short to Medium Term Accommodation with Support (maximum grant available of £215,000 per annum) The requirements of services will continue to be funded by Hampshire County Council through a devolved grant to Basingstoke and Deane Borough Council together with funding from BDBC. The services will be funded from 1 April 2023 until 31st March 2026 , subject to any earlier determination by HCC and it is therefore the council's intention to enter into contract(s) with the successful tenderer(s) of each Lot for a period of 3 years. If satisfied with the performance and operation of the contracts; and subject to further annual determinations by HCC the Council may extend the contracts beyond the initial 3 year term by a further period(s) of 12 months for up to a further 3 years. All extensions shall be subject to any earlier determination from HCC following their annual funding review processes.
