Basildon Brough Council's Economic Development Team is seeking to contract with a proven provider of pre-acceleration support to develop a small scale pilot for a Pre-Acceleration Programme for Creative & Digi-Tech Start-ups and Early Stage Businesses.
We are seeking a provider of an intensive pre-acceleration business support programme delivered in Basildon to serve and support the growth and development of nascent and early stage creative and digital technology businesses in the area.
As such, Basildon Council is inviting submissions from service providers to deliver a pilot pre-accelerator programme with a creative and digital technology sector focus to a first cohort of businesses in Basildon.
The Basildon Creative & Digi-Tech Pre-Accelerator Programme will deliver a programme of activity to enhance the competitiveness of nascent and early stage Creative and Digi-tech businesses between February 2023 and mid-2023.
The pilot programme should target pre-start-up and early stage businesses in the Creative and Digi-tech sectors that have growth potential, that trade predominantly business to business and that have the propensity to create jobs. We have opted to target both nascent entrepreneurs and early stage creative-tech businesses, as we believe there is value to be gained from helping both nascent entrepreneurs as they build and validate their idea, and early-stage founders as they review and refocus to achieve their business goals. We also recognise this target group may provide a more realistic beneficiary cohort.
The package of support we are looking for a provider to deliver will likely include a mix of engagement activities, expert mentoring, events and workshops, finance brokerage, access to grants and peer-to-peer learning.
The successful bidder will work closely with Basildon Council, South Essex College and other relevant partners to support the delivery of a successful Basildon Creative & Digi-Tech Pre-Accelerator Programme.

Basildon Borough Council requires suitably experienced and expert support to undertake the drafting of the Corporate (General fund) Asset Management Strategy, and action plan. The consultant must be able to demonstrate understanding of Local Government asset management planning and finance and should be able to apply this to the portfolios of assets owned by the Council.
The strategy is required to cover all aspects of the council's asset holdings, the data held, all aspects of expenditure on those assets, their maintenance, repair and improvements / investments, the review of assets (and their performance) and the outcomes of such reviews including disposals.

Basildon Brough Council wishes to appoint a suitable consultant / consultancy firm to:
• Organise a 'team building and shared visioning' workshop in Wickford (for key public, private, educational and voluntary/community stakeholders interested in shaping the future of Wickford town Centre); and
• Undertake a Feasibility Study to assess the potential for establishing a viable Business Improvement District (BID) partnership in the town of Wickford, in Basildon borough.
The reason we are asking the consultant to organise a 'team building and shared visioning' workshop at the outset of the process is because we believe there is some evidence to suggest that we need to increase some stakeholders understanding of the need for solid partnership working of this process is to work and we think there would be some value in helping these same stakeholders understand the scale and of the opportunity, build a shared vision for Wickford Town Centre and establish a strong consensus and buy in to this vision.
Once this workshop is complete, we are looking for the consultant to help us to undertake a BID Feasibility Study.
Whilst we need to be guided by the outcome of the Feasibility Study, if the results are positive and the indications are that the development of a BID might be viable in Wickford, we may then subsequently want to work with the appointed consultant to develop a Business Plan for Business Improvement District in Wickford, in order to be able to use this Business Plan to further progress the establishment of a BID in the town.
Basildon Brough Council is inviting quotations from organisations capable of undertaking this work. The successful organisation should:
• Have a proven track record in completing Economic Development related feasibility studies.
• Have a proven track record in preparing actionable business plans.
• Be able to demonstrate a full understanding and application of BIDs legislation.
• Ability to communicate effectively with the BID Task Team, wider business community, Council and public sector.

Basildon Borough Council (BBC) are looking to procure a business support provider to deliver additional business support advisory services across two years - 2023/24 & 2024/25 for businesses and residents based within the Borough.
This is a one-off project estimated to last two years (subject to the Council's sole option to terminate in whole or part at the end of Year 1 on at least one months' notice if the Council is not in receipt of or only partially receive the final year of UKSPF where there is a failure to meet outcomes and targets and no realistic plan to address underperformance).
The allocated revenue funding is intended to cover the costs of additional Business Advisory Support Capacity, any lead generation activities and travel expenses over the lifetime of the project and the capital funding is intended to support the cost of any equipment needed, together with a number of capital grants to businesses etc. Basildon Council would envisage working with the nominated supplier to agree the precise nature and structure of the grant award programme once supplier is appointed.
The provider will be expected to generate sufficient leads to achieve the contractual targets set out within the service specification, although the Council may also be able to support with some marketing and promotion.
For example, in response to the situation described above, Basildon Council has been undertaking a pilot project to explore whether we could offer additional support to companies that we have identified as being 'In Distress' and those with 'Scaleup Potential', and we would envisage these companies being particularly good beneficiaries to target with the additional business advisory support capacity we put in place through this contract.
This project is funded by the UK Shared Prosperity Fund. The contractor will need to have regard to the UKSPF Prospectus and Additional Guidance https://www.gov.uk/government/collections/uk-shared-prosperity-fund-additional-information when delivering this project to ensure that Basildon Borough Council can comply with the reporting and performance management, monitoring and evaluation, assurance and risk and branding and publicity guidelines. Basildon Council requires a specialist organisation to deliver free business support across Basildon Borough for a period of up to two years for the purpose of increasing the number of businesses accessing support services from within the Borough. This will include a series of targeted interventions to raise the profile of the available support, such as (as a minimum) workshops, webinars, targeted marketing campaigns and drop-in sessions.
