Barrhead Housing Association are seeking to establish Two Year Multi Lot Conttacts with a maximum of two suitably experienced and qualified Service Providers for the provision of Void Property Works to residential dwellings. It is envisaged that the Contracts will commence by Monday 3rd July 2023 and will operate for a maximum of two years (with the option of annual 12 month extensions up to a maximum of a further two years) and will be delivered throughout East Renfrewshire. The estimated annual value of each Lot is 68,000 GBP. The total estimated value for the potential four year length of the Contracts is 1,088,000 GBP (inclusive of the two twelve month optional extensions and subject to the annual variable volume of void properties that become available). Each Lot will include provision of approximately five hundred properties consisting of sandstone tenement flats, new build modern housing and flats, and post war pre-2000 construction houses and flats. It is anticipated that the approximately number of void properties works undertaken annually for each Lot will range between thirty and fifty void properties. However, this approximate volume of work is not guaranteed and may fluctuate depending on the number of properties that become void during each year of the Contract’s It is the intention of Barrhead Housing Association to hold a ‘Meet the Buyer and Contractors Workshop Event’ during the tender period. The Event will be free of charge and shall provide an overview of the requirements, Barrhead Housing Association’s aspirations, a summary of the procurement process and in-depth information on how to complete the tender documents and submit a bid through the Contract Notice. The ‘Meet the Buyer and Contractors Workshop Event’ will be held at 10.00BST on Monday 22nd May 2023 at the office of Barrhead Housing Association, 70 Main Street, Barrhead, G78 1SB. Interested parties are restricted to a maximum of 2 delegates from their organisation. Barrhead Housing Association is procuring a Contract which shall deliver an Out of Hours Call Handling Service and make safe or complete Out of Hours Emergency Repair Works throughout Barrhead, Neilston, Newton Mearns and Thornliebank, East Renfrewshire The properties applicable to the Contract are described within Tender Document E and it is intended that the Service Provider appointed to the Contract will deliver the requirements for all properties described within the tender documentation. The properties are anticipated to include sandstone tenement flats, new build modern housing and flats, and post war pre-2000 construction houses and flats

The Contract will principally comprise litter picking, grass cutting and leaf collection landscape maintenance services to existing properties and common landscaped areas throughout East Renfrewshire to the areas detailed within SAC Consulting’s landscape architects drawings. The Contract may also include tree maintenance services, tree and stump removal works, and repairs to existing damaged grass areas. The Contract, as tendered, only includes properties and landscaped areas throughout Barrhead and Neilston. However, Barrhead Housing Association also provide services to their customers in Newton Mearns and Thornliebank, and additional properties or landscaped areas throughout East Renfrewshire may be introduced by Barrhead Housing Association during the Contract at the rates described within the Contractor’s Pricing Matrix. The commencement date for the Measured Term Contract is currently estimated to be 8th July 2024 and the completion date is 31st March 2027. Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document F), it is intended that the Contract will be extended on an annual basis by a maximum of two further years until 31st March 2029.

The Contract is for the provision of general insurance and related services, including claims handling, loss control services and general programme maintenance and advice as required by Barrhead Housing Association commencing 1st April 2025. A full Summary of Current Cover will be provided with the Invitation to Tender to selected bidders. Bids are invited from suitably qualified insurance brokers and direct providers for the entire scope of services. The procurement will follow the two-stage Restricted Procedure with a pre-qualifying stage based on completed SPDs and bidders will be selected on the basis of their capability, capacity and experience to perform the contract.

The Contract primarily involves Gas Servicing and Boiler Replacement Works though installation of new condensing combination boilers, controls and flues throughout tenant occupied properties within East Renfrewshire. Specifically the services and works are envisaged to include; An annual gas service and reactive maintenance (including parts) to each property, also including the recording, testing and service to existing smoke, heat and CO detectors. At the date of inviting tenders, Barrhead Housing Association require the annual gas service and reactive maintenance to be provided to 1,021no properties and Barrhead Housing Association office; Replacement of existing boilers with new condensing combination boilers, control and flues to approximately 89no properties during financial year 2026-2027 and 83no properties during financial year 2027-2028. Barrhead Housing Association may also require additional replacement works to boilers or full heating systems during the potential seven year contract period, which will be determined during the contract period once Barrhead Housing Associations budget’s and planned maintenance requirements become known for each financial year after the initial two year period of the contract; An annual service and reactive maintenance to 6no properties with existing electrical heating systems also including the recording, testing and service to existing smoke, heat and CO detectors; and Annual servicing of NIBE S735-7 Exhaust Air Heat Pump (EAHP) systems to 12no new build flatted properties in Barrhead Town Centre that are due for completion in late 2026 and may be included as a requirement by Barrhead Housing Association during financial year 2027-2028. The cost and rates annual servicing of the EAHP systems will be agreed as a variation between the Contractor and Barrhead Housing Association during the contract period. The Contract duration is four years (forty-eight months) from the commencement date of 1 April 2026 until 31 March 2030. Subject to satisfactory performance of the Contractor, which will be assessed through measurement of the Key Performance Indicator’s (Refer Tender Document 8) it is intended that the Contract will be extended by a further years until 31 March 2033.
