BBVJV are seeking to identify sub-contractors who have the expertise and experience to widen & reconstruct an existing access into an enlarged site access for the Duddeston Junction Viaduct - Freightliner section of site. This site entrance is referred to as "Gate N13 G9". The site is a former Network Rail depot with an existing surfaced access road from the public highway, Duddeston Mill Road. BBV need to reconstruct this access to be wider to allow heavy-duty vehicles & plant to utilise the site entrance.

Balfour Beatty VINCI (BBV) have been awarded HS2 main works civils contracts for the Area North project in the West Midlands. BBV require a supplier to deliver random Drug and Alcohol testing and laboratory service across Area North. A minimum of 10% of the workforce shall be randomly tested across Area North each year, with a planned schedule to ensure all sublots are consistently tested throughout the year. The workforce is estimated to be around 10,000 workers each year. The successful supplier will be responsible for planning and managing the random testing schedule, coordinating with named contacts at each location to arrange the random testing. Given the size of the project, locations being geographically remote, and BBV not being able to guarantee a suitable 'on-site' space for random testing, the successful supplier should be able to provide mobile unit(s) for random testing, that can be utilised across the project. BBV also require a supplier to be 'on-call' 24 hours a day to complete 'for-cause' testing. The successful supplier should be able to attend any BBV location within 2 hours to complete 'for-cause' testing. The successful supplier must be able to provide competent collection technicians for D&A testing. Drug and Alcohol Chain of Custody training is required, and the successful supplier will be required to deliver both drug and alcohol testing training to BBV colleagues and be able to provide the necessary equipment for this testing to be delivered onsite by BBV colleagues, including yearly calibration of the equipment. The successful supplier will be required to produce detailed monthly MI, providing an overview of D&A testing that month across the project, as well as being able to provide sublot specific D&A MI. This will also include a requirement for laboratory services. The supplier's laboratory must have ISO 9001: 2005 quality certificate accredited by UKAS and be approved for gas and liquid chromatography and mass spectrometry for confirmation of results. The laboratory must be able to provide expert toxicology analysis and opinion.

The Balfour Beatty VINCI Joint Venture HS2 delivering HS2 Area North is looking to outsource the end-to-end administration, coordination and and delivery of the competency requirements managed through Sentinel, the Rail Industry Authority to Work system run by Network Rail. The training and competency requirements will be delivered in accordance with the rail industry standards This package relates to the administration, coordination delivery and maintenance of training and accreditations provided to identified staff where there is a requirement to work in a rail environment. This document describes the scope of work BBV are looking to outsource and will be used as part of an initial enquiry to rail competency vendors. BBV are interested in hearing from vendors, as to how they would engage with the project team and accurately deliver the requirements outlined within this document throughout the project lifecycle. Due to the variety of different rail competency requirements included within the scope of works it is anticipated that itemised rates would be provided to cover each aspect of the scope.

BBV has developed its delivery strategy around several sub-lots across the Area North route, which encompasses both Sectors N1 and N2. We require a Contractor who can offer a comprehensive waste water management solution comprising the collection and disposal of hazardous and non hazardous wastewater. Additionally, an electronic waste management system is required to support our delivery strategy. The complex nature of Area North in terms of geography, scope and scale has informed our packaging strategy for these works. We have divided Area North into 6 distinct geographical packages which align with sub-lot delivery strategies and approximately 59 compounds (subject to change) plus operational works areas requiring waste disposal services. The Contractor will provide BBV with fully comprehensive waste water management including: assistance with testing and classification, collection and disposal of both hazardous and non-hazardous wastewater, and duty of care documentation. The Contractor will produce and complete electronic waste transfer notes/or consignment notes for each waste movement. The Contractor will maintain an electronic ordering and data management system with API functionality to transfer data to BBV. An online electronic waste management system is required to allow instant access to consignment notes or waste transfer notes, facility and waste carrier licences and permits, along with any other compliance information.

This Scope of Works details the requirements for the delivery of long-term Structural Health Monitoring(SHM) requirements pursuant to HS2 works information. 2.2.1 The Works are comprised of the installation of permanent monitoring equipment and instruments and reporting of results. 2.2.2 The purpose of this document is to specify the monitoring regime, specifications and programme. 2.2.3 The Subcontractor should note that there is scope and flexibility within the current document which allows additional monitoring to be added at all locations should this situation arise. 2.2.4 The Subcontractor shall have the primary responsibility for the instrumentation and monitoring works and shall report directly to the Contractor. The Subcontractor shall report to the I & M Coordinator who shall be responsible for the co-ordination and implementation of the monitoring scheme and will advise on any modifications required to the monitoring system. 2.2.5 The Sub-Contractor shall design and demonstrate that the permanent instrumentation and monitoring system provides accurate, reliable, timely information regarding the stability, performance and safety of the completed works. 2.2.6 The Sub-Contractor should have the provision of a temporary system for the duration of the contract (or until the Employer's system is commissioned, if sooner) that: is robust; has sufficient redundancy to ensure the system is resilient; picks up all permanent monitoring data across the contract, and integrates with instrumentation on neighbouring contracts where necessary; allows rogue readings to be identified and discounted; and allows the identification of trends; 2.2.7 The Sub-Contractor will be responsible for the specification of equipment performance requirements, accuracy and tolerances, conditions of operation, frequency of monitoring and where necessary permanent case trigger levels,the specification of a data acquisition and transmission system; 2.2.8 The Sub-Contractor will be responsible for the specification of details of transmission of all monitoring information to the Employer's cloud server in Apache Avro format as defined by the relevant Avro JSON schema and which must have all fields documented within the schema or other acceptable format; 2.2.9 Assessment of the performance of the Equipment, Plant and Materials including permanent ground support; 2.2.10 The Sub-Contractor will be responsible for procurement of all permanent instrumentation and associated hardware (including all necessary supports, ducting, protection, power supplies and communications connections/access) and software for transmission of the data; 2.2.11 The safe installation, testing, commissioning, operation and maintenance of all permanent instrumentation, including provision of CCTV and webcams to provide digital visual records. 2.2.12 Defining the location of permanent instrumentation; 2.2.13 Assess the need for ongoing monitoring of the behaviour of building

As part of the soft landscape works, BBV require the supply of a variety of grass seed mixes. Grassland typologies will include: • low maintenance grass mix • species rich wildflower mixes (acid, neutral and calcareous) • amenity grass • wetland mixes • heathland mix • agricultural mix The largest volume required on the project will be the lineside embankment seeded areas which will be low maintenance grass mix. Landscaping will be implemented from now through to 2029, dependant on construction programme. Temporary seeding of stockpiles and seeding of permanent assets will be included. The requirements associated with the supply of the seed are set out in the HS2 Lawn, Meadow and Wetland Plant Procurement Strategy document. Appropriate certification shall be provided, demonstrating: • Species authenticity, purity of variety • Region of seeds • Area of plant breeding/ growth and • Area of final seed and plant harvest Seed Certification: All seed mixes shall confirm to the requirements set out in Annex 7 of the Guide to Seed certification Procedures in England and Wales. The seed must be supplied in sealed containers with a pink certification label. Tenderers should provide a method statement for the supply and delivery of seed material that should be composed of the following, as a minimum: • Preparation/ harvesting method/ environment • Packaging/ storage, and • Delivery Tenderers should provide a risk assessment of typical risks relevant to the services that should be composed of the following (as a minimum): • Risk cause; • Risk effect, and • Measures to avoid, reduce or mitigate the risk Seed and Plant Stock All seed stock should be of UK provenance and dispatched in accordance with industry advice to minimise the risk of disease transfer from continental Europe and in the case of the ecological habitats, the avoidance of non-native variants. Evidence of this should be provided on a provenance certificate. A record of all provenances with independent verification will be required for all seed material to ensure that it is traceable through a collection and production process to a registered source or basic material. In addition, OSTS or ISTA certificates of germination, purity and composition should be submitted for seed mixes when requested.

We are engaging with the supply chain about the long term ecological works delivery strategy for the HS2 Area North project. The Balfour Beatty VINCI (BBV) Joint Venture was awarded the Main Works Construction Contract for the Northern section of HS2 Phase 1 in 2019. This contract is expected to run through to 2030 and encompasses all the main civil engineering and environmental works required to deliver the operational railway. Both HS2 and BBV have an aspiration for no net loss of biodiversity making ecology core to delivery of the project. BBV delivers ecological works via a team of in-house ecologists supported by consultants and seconded staff from the supply chain. It is BBV's intention to re-engage with the supply chain to ensure the right resources are available to support BBV's ambitious 2025-2030 ecology programme. BBV intends to replace existing secondment agreements with new Professional Services Contracts with a pool of specialist service providers including SME's. Professional Services Contracts will offer the flexibility for ecology secondments as well as ad-hoc professional services deliverables. This procurement package outlines the scope of services required from a third-party company to provide welding inspection services for the construction of key steel structures as part of the HS2 Curzon Approach Viaducts. The assets include the Duddeston Junction Viaduct and Curzon 2 (Supplied by Martifer), Saltley Canal Under Bridge, Lawley Middleway and Curzon 3 Tripods (Supplied by Severfield UK). These structures involve critical steelwork, including prefabrication and onsite assembly, which require independent, qualified inspection services to ensure adherence to project specifications and quality standards. The steelwork will be executed in compliance with the HS2 Specification for Civil Engineering Works - Series 1800: Structural Steelwork (Document Number: HS2-HS2-CV-SPE-000-011800) and BS EN 1090-2:2018 Part 2: Technical Requirements for Steel Structures. The third-party company is expected to provide comprehensive welding inspection services, including but not limited to visual inspections, non-destructive testing (NDT), certification and reporting. Scope of Services: Offsite Pre-Fabrication Inspections • Regular Inspections: Conduct scheduled inspections at the fabrication plants of Martifer and Severfield UK to ensure compliance with ITP, Welding Procedure Specifications (WPS) and NDT procedures. • Welder Qualifications: Verify that welders are certified in accordance with BS EN ISO 9606-1 and maintain a record of welder qualifications. • Welding Procedures: Review and verify welding processes, including joint preparations, fit-up and perform inspections during welding to check welding parameter comply with the WPS. • Welding Consumables: Ensure that the welding consumable are suitable for the process and stored in a controlled environment e.g temperature, humidity. • Non-Destructive Testing (NDT): Oversee the NDT (Visual, MPI and UT) and ensure that these tests meet the required acceptance criteria as per SCEW 1800. This includes reviewing and certifying the results of NDT methods performed on welds. • Progress Reporting: Provide weekly progress reports on the status of inspections, findings and corrective actions needed for non-compliant work. Onsite Welding Inspections: • Field Inspection: Inspect all field welds during the onsite assembly of the steel components at the project locations (Duddeston Junction Viaduct, Curzon 2, Saltley Canal Under Bridge, Lawley Middleway and Curzon 3 Tripods. Ensure that welding operations adhere to approved WPS and project standards. • Weld Monitoring: Conduct inspection and verification of joint preparation, welding parameters, intermediate passes and final weld visual inspection. • Non-Destructive Testing (NDT): Oversee the NDT (Visual, MPI and UT) and ensure that these tests meet the required acceptance criteria as per SCEW 1800.
