Expressions of interest to participate in this requirement are to be submitted on Defence Sourcing Portal (DSP) by completing the PQQ. The PQQ shall be assessed on DSP using the selection criteria given within the PQQ and within each question. It is the intention of the authority to down select to between 5 and 10 economic operators who will be invited to tender. Only those suppliers who provide all mandatory information, and are not subject to a mandatory exclusion, will be invited to tender. Prospective contractors are required to hold Quality Management System certification to ISO 9001:2015or suitable alternative, with the appropriate scope to deliver contract requirements, issued by a Nationally Accredited Certification Body. You will be required to provide a copy of the certificate(s) as directed by any Dynamic Pre-Qualification Questionnaire (DPQQ) or Invitation to Tender (ITT) associated with this Notice, and in any event, the winning supplier will be required to provide it for review prior to contract award. The contractual condition for quality will be Allied Quality Assurance Publication (AQAP) AQAP 2110 Edition D Version 1. Further guidance shall be provided with the ITT. No business whatsoever is guaranteed under any resulting framework agreement or contract indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. Babcock Land Defence Ltd, acting as agent for the UK Ministry of Defence has awarded has awarded a 4 year Framework Agreement, using the Negotiated Procedure Without Prior Publication pursuant to Regulation 32(2)(b)(ii) of the PCR Contracts Regulations 2015 to Yamaha Motor Europe Ltd, on the basis that, Yamaha Motor Europe Ltd, in its capacity as Design Authority, are the sole manufacturer of spares, components and associated items for the Yamaha Quadbike and will only supply direct to the UK Ministry of Defence.

Babcock Land Defence Ltd, acting as agent for the UK Ministry of Defence, intends to negotiate a contract with GKN Aerospace Services Ltd for the supply of Fuel Bags for the CR2, CRARRV & Warrior Armoured Vehicles. It is considered that this contract can be awarded using the Negotiated Procedure without Prior Publication pursuant to technical reasons.

The Authority has awarded a 3 year Framework Agreement, using the Negotiated Procedure Without Prior Publication pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011, on the basis that, for technical reasons, the Contract could only be awarded to Colt Canada Corporation. This is because the Authority understands that Colt Canada Corporation are the sole authorised distributor for the items in scope of this procurement.

The duration of the proposed framework agreement is 3 years and has an initial estimated value of £4.6m. It is considered that this single source framework agreement can be placed using the negotiated procedure without prior publication pursuant to Regulations 16(1)(a)(ii) and 16(1)(b)(i) of the Defence and Security Public Contractors 2011 for technical reasons and interoperability from sourcing spares from a supplier other than ISTEC Services Ltd.
