Supply of Legal Services - Railway Development Consent Orders
Burges Salmon wishes to appoint a non-exclusive key sub-contractor (subject to CCS approval) to support and enhance its delivery of legal services relating to large scale railway development consent order work under Burges Salmon's appointment to the Crown Commercial Service Legal Services Panel RM6204.
Burges Salmon will work collaboratively with the successful bidder in the preparation of certain tenders and opportunities (at Burges Salmon's discretion) under the Legal Services Panel (RM6204) and deliver resultant appointments on such basis as may be determined on project by project basis. Our aim is to establish a fair and open competitive process for bidders in order to identify the solution that most closely meets our requirements.
Burges Salmon requires the bidder to demonstrate and evidence on no more than 2 sides of A4:
• extensive experience, knowledge and understanding of delivering consenting (and related rail regulatory) and real estate legal services relating to the promotion of large scale and complex development consent order railway schemes , including route selection, in the last 5 years;
• the ability to bring in additional support for resilience if required;
• strong leadership, organisational skills and ability to work flexibly and collaboratively and in line with Burges Salmon's values and culture; and
• experience in building relationships including examples of developing and maintaining the confidence of senior stakeholders and relevant government policy makers.
The appointed bidder is expected to hold ISO 9001 (QMS), ISO 22301:2019 (Business Continuity), ISO/IEC 27001 (Information Security Management Systems), ISO/IEC 27002:2013 (IT), ISO/IEC 27031:2011 (IT) and ISO 22313:2020 (Security) certification or equivalents, and Cyber Essentials Plus.
The appointed bidder will be required to contract with Burges Salmon on a full flow-down of the terms of Burges Salmon's RM6204 CCS Framework Contract including specific terms applicable to each Call-Off Contract for which the bidder supports Burges Salmon. This shall include delivering services on such rates and discounts as Burges Salmon may agree from time to time with CCS, supporting its social value commitments to CCS and promptly providing all relevant management information. Any appointment by Burges Salmon is subject to final approval by CCS.
Burges Salmon wishes to appoint up to two key sub-contractors (subject to CCS approval) to provide non-legal technical and advisory support for the delivery of bus franchise assessment support under Burges Salmon's appointment to Lot 1 of the Crown Commercial Service Public Sector Legal Services Panel.
Burges Salmon will work collaboratively with the successful bidder/s, who will provide non-legal technical and advisory services, in the preparation of certain tenders and opportunities under the Public Sector Legal Services Panel and deliver resultant appointments on such basis as may be determined on project by project basis. Our aim is to establish a fair and open competitive process for bidders in order to identify the solution that most closely meets our requirements. Shortlisted suppliers may be invited to present their proposal face to face or virtually.
Burges Salmon requires the bidder to demonstrate on no more than 2 sides of A4:
• extensive experience of Bus Franchising Assessments;
• extensive experience of preparing a Five Case Business Model in accordance with the Bus Services Act 2017, HM Treasury and Department for Transport guidelines for each stage of the process;
• delivery of Bus Franchising Assessments pursuant to the objectives and requirements of the Bus Services Act 2017 and associated guidance and processes for the development of Business Cases to central government standards;
• advising on the implementation of decisions made further to Bus Franchising Assessments; and
• extensive experience of working collaboratively as part of a multi-disciplinary team in respect of the above.
