A variety of existing and future British Council programmes require assessment of external applications. The British Council is commissioning an evaluation review of the British Council managed Newton Fund programme (2014 - 2022) to assess how gender equality has been integrated into development and delivery of its activities. We are interested in having this review undertaken through an intersectional lens to align with our Equality, Diversity and Inclusion priority areas of disability and anti-racism.

The overall aim of the research is to understand the operating environment for transnational education (TNE) at the higher education level in Egypt.
The British Council is interested in gaining a deeper understanding of the TNE operating environment in Egypt at the higher education level, including relevant policies, student demand, current and potential scale, financial feasibility, competition, and likely future developments in this area. The outputs of this research will be used to provide reliable and up-to-date information to the UK education sector as well as helping the British Council to better design policies to support UK universities' activities in this area. The research will also assist policy makers in Egypt to assess the impact of the TNE regulations introduced in 2018, whether they are achieving the intended outcomes and whether additional changes are needed to maximise partnership opportunities between the UK and Egypt.
We anticipate this research will include both desk research (including reviewing government policies, universities' descriptions of their existing programmes and relevant third-party research) and primary research with government officials, education providers, business partners and other relevant stakeholders. The economic backdrop for international student mobility is deteriorating. Several shocks have hit a world economy already weakened by the pandemic: higher-than-expected inflation worldwide triggering tighter financial conditions; a worse-than-anticipated slowdown in China, and negative spill overs from Russia's invasion of Ukraine. We are looking for a supplier to support the British Council to meet the following desired state:
A global framework to assess British Council current data plans, then diving deep into a quality assessment of the most important data sources (select minimum 1 from the British Council business units like English, Exams, Customer, Digital and Technology). The purpose of this exercise is:
- Definition of what good looks like for the most important data sources with a glossary which includes quality metrics and dimension. This will be agreed with business stakeholders
