BlueLight Commercial Ltd (the "Authority") intends to enter into an agreement with IBM United Kingdom Limited (the "Supplier") for the provision of IBM SPSS licences and support for IBM SPSS Products. The Authority is entering into this contract as a national contracting body for UK Policing and wider public sector agencies who have expressed an interest in participating in a single contract ("User Organisations").
This software is used by the User Organisations for the development and presentation of complex statistical data analysis. User Organisation utilise the software for a variety of purposes such as predictive crime analysis, user research and statistical model production.
The proposed contract is for a period of three years.

Police vetting teams are responsible for ensuring that individuals applying for roles within policing, law enforcement partners, or other security-sensitive positions meet the highest standards of integrity, reliability, and trustworthiness. Vetting procedures routinely include examining an applicant’s digital footprint, social media activity, affiliations, and behavioural indicators that may reveal potential risks.
The current vetting process is labour-intensive and reliant on manual searches carried out across disparate systems and online systems.
The implementation of an OSINT solution aims to transform the police vetting process by addressing existing inefficiencies, enhancing the accuracy of intelligence gathering, and ensuring consistent application of vetting standards across all teams. Automated data collection, cross-referencing, and intelligent risk flagging will minimise the potential for human error, ensure that critical intelligence is not overlooked, and allow for faster, evidence-based decision-making.
This Framework is intended as a mechanism for Contracting Authorities to purchase OSINT software to conduct social media checks. The Framework Agreement will be available for use by all UK Police Forces and all other agencies named in the associated documentation.
The Framework Term shall be for a period of 4 years with no option to extend.
BlueLight Commercial are establishing a multi-supplier Open Framework for the provision of Cyber Security Services. The Framework Agreement will be available for use by all UK Police Forces and all other agencies named in the documentation. The Framework is intended to have a total term of eight (8) years and will provide a route to market for the following Cyber Security Services:
Lot 1 - Penetration Testing and Vulnerability Management Scanning Services
Lot 2 - Cyber Security Incident Response and Planning Services
Lot 3 - Cyber Resilience Audit Services
Lot 4 - Cyber Security Training Services
The Authority plans to be re-open this framework no later than 06/04/2029 to run for a further 3 years. It will then be re-opened no later than 06/04/2032 to run for a further two years.

A number of covert tactics are available to law enforcement agencies in the UK to enable them to prevent and detect crime or disorder and maintain public safety. This is a highly regulated activity, with organisations making use of undercover tactics, covert human intelligence sources and protected persons management. Law enforcement agencies require specialised systems to allow them to effectively manage any covert operations, ensuring appropriate authority is granted and a clear audit trail is available.
BlueLight Commercial are seeking Commercial-off-the Shelf (COTS) Covert Management Systems which can be hosted on-premise or within the cloud. The systems are required to support:
• Core Module - end-to-end planning, authorisation, risk management, product handling and oversight of covert operations,
• Prison Surveillance - enabling request and retrieval of material held in the prison network,
• Protected Person Management - for the management of individuals under protection e.g. witnesses, judges, jurors, officers and family members,
• Surveillance Operations Management,
• Undercover Operations Management,
• Covert Human Intelligence Source (CHIS) handling,
• Communications Authority Management,

This framework covers the provision of footwear for both Policing and Fire requirements. Footwear is an integral part of uniform for both Officers and Staff across Blue light organisations. The specification outlines the key requirements for each product required, as part of a Lot structure. All items must be designed to accommodate both male and female officers and staff and be available in a range of sizes from 3 to 14.
Following the expiry of the existing blue light National Framework for Vehicle Conversion Services blue light organisations required a new route to market for their vehicle conversion needs. BlueLight Commercial have engaged with Police Forces and the conversions market to develop a flexible approach to the blue light vehicle conversions requirement. BlueLight Commercial have completed a tender process to establish a national Open Framework for the provision of vehicle conversions for blue light organisations. This is a multi-supplier Open Framework, without lots.
