BLC0218 Crypto Capabilities: Crypto Storage and Realisation Framework
BlueLight Commercial (BLC) are delivering a new national framework agreement on behalf of the Home Office to provide a secure crypto storage and services. This framework will support the delivery of the Economic Crime Plan 2 through provision of secure storage of crypto assets during legal proceedings and ensuring assets can be returned to owners, returned to victims or sold.
UK law enforcement and government departments and agencies are seeing an increase in the use of cryptocurrencies for illicit purposes. This includes to facilitate the commission of a crime, launder the proceeds of crime, or crypto assets being obtained through the commission of crime as a benefit. As with all other areas of criminal investigation, these Assets can be seized under various legislative powers including the Proceeds of Crime Act 2002, as amended (POCA), the Police and Criminal Evidence Act 1984 (PACE) and the Economic Crime and Corporate Transparency Act 2023.
This is an exciting opportunity to provide a centralised, single supplier framework agreement across UK law enforcement and government for a full end-to-end Software-as-a-Service (SaaS) based custody and trading service alongside support services including training.
The supplier must be able to store and manage a wide range of Cryptocurrency and also enable the purchase of a variety of crypto assets.
The average time between seizure of assets and conclusion of the legal proceedings (realisation) is within 1 year, for more complex cases can be 3 to 4 years.
The successful framework supplier will be paid on a commission-only model based on the asset value at the time of realisation.
Note the duration of the framework will be 4 years in the first instance with after such time the Authority may extend the term of the Framework by any number of defined periods, (each period a minimum of 1 year), provided that the total duration of the Framework Term does not exceed eight (8) years. The total estimated framework value is between £800,000 and £40,000,000 (ex VAT) and includes all extensions (up to 8 years).

This framework covers the provision of footwear for both Policing and Fire requirements. Footwear is an integral part of uniform for both Officers and Staff across Blue light organisations. The specification outlines the key requirements for each product required, as part of a Lot structure. All items must be designed to accommodate both male and female officers and staff and be available in a range of sizes from 3 to 14.

This provision is tendered on behalf of the Association of Police and Crime Commissioners, to provide a framework to allow PCC’s (Police and Crime Commissioners), PFCCs (Police and Fire Commissioners) and Mayors with responsibility for Policing. The APCC are looking to appoint a single supplier framework for the provision of Insurance Management and Assessment for Riot Compensation Claims. The claim assessment company appointed will handle the assessment of claims arising from incidents of riots, ensuring due diligence is applied, pre-agreed turnaround targets are met, and communication with both claimants and PCCs is of a high standard.

To provide National Framework for all participating authorities for the local storage, collection / transportation, central storage, degassing and disposal of Nitrous Oxide gas and cannisters.
Service Objective: To provide a compliant, efficient, and environmentally responsible service for secure storage, safe transfer, and legal disposal of seized nitrous oxide canisters, contents and containers, ensuring alignment with UK legal frameworks and environmental regulations.
Service Scope
The Framework is broken down into 4 separate Lots to allow for partial services to be contracted for as applicable for each participating contracting authority. These 4 main Lots are: -
Lot 1 – Full Service (End to End Provision of Facilities and Services for Collection, Transportation, Storage and Disposal of Full, Partially discharged, Nominally empty and Empty Nitrous Oxide Canisters).
Lot 2 – Transportation and Storage (Provision of Collection, Transportation and Storage Facilities for Full, Partially discharged, Nominally Empty and Empty Nitrous Oxide Canisters).
Lot 3 – Collection, Transportation to Supplier Facility, of Partially discharged, Nominally empty Nitrous Oxide Canisters. Canisters are to be either:

This Invitation to Tender (“ITT”) has been issued by BlueLight Commercial who are seeking to award a Framework for the provision of open-source intelligence (OSINT) software for social media screening.

BlueLight Commercial are looking to establish a national multi-supplier framework for the provision of Covert Management Systems. The Framework Agreement will be available for use by all UK Police Forces and other agencies, the participants are named in the ITT documentation.
BlueLight Commercial work in collaboration with blue light organisations to maximise commercial benefit to UK emergency services. A number of covert tactics are available to law enforcement agencies in the UK to enable them to prevent and detect crime or disorder and maintain public safety. This is a highly regulated activity, with organisations making use of undercover tactics, covert human intelligence sources and protected persons management. Law enforcement agencies require specialised systems to allow them to effectively manage any covert operations, ensuring appropriate authority is granted and a clear audit trail is available.
BlueLight Commercial are seeking Commercial-off-the Shelf (COTS) Covert Management Systems which can be hosted on-premise or within the cloud. The systems are required to support:
• Core Module - end-to-end planning, authorisation, risk management, product handling and oversight of covert operations,
• Prison Surveillance - enabling request and retrieval of material held in the prison network,
• Protected Person Management - for the management of individuals under protection e.g. witnesses, judges, jurors, officers and family members,

BlueLight Commercial are approaching the market nationally to establish an Open Framework for the provision of Digital Forensic Software and Tools.
The scope of this framework has been established in alignment with the Forensic Science Regulators Code of Practice (2025), ensuring it reflects the current statutory requirements placed on local forensic units. This framework is intended to include all suppliers of Digital Forensic Software and Tools that support policing and agencies in meeting their obligations under the code. We seek to ensure that Software and Tools on the framework enable forces to achieve compliance, maintain quality standards and uphold the integrity and reliability of digital forensic processes in line with regulatory expectations. Inclusion on this framework does not require suppliers themselves to be accredited or directly compliant with Forensic Science Regulator’s Code of Practice, but the Software and Tools they provide must support end users in meeting those requirements.
We reserve the right to review and amend the scope of this framework as required to reflect any updates, revisions, or iterations of the Forensic Science Regulators Code of Practice and associated standards throughout the duration of the framework agreement.
Following national consultation, it has been agreed that case management systems will not be included within the scope of this framework. This ensures the framework remains focused on digital forensic software and tooling, avoiding overlap with other national procurement activity.
The stated estimated contract value includes provision for anticipated annual price increases over the potential contract term, in line with expected inflationary and market-related cost pressures. In addition, the value incorporates an allowance to cover estimated expenditure that may arise from use by additional participating or associated agencies during the life of the contract.
The estimated value is therefore not a guarantee of spend but represents a prudent upper limit for procurement and transparency purposes
