Brighton & Hove City Council (BHCC) is seeking one exclusive Operator for an on-street public self-service Bike Share Scheme to be used by residents, workers and visitors in the Brighton and Hove area. BHCC are creating a contract on a single supplier framework which other local authorities across the South East Region of England can call off their own contracts from.
The BHCC Scheme will include a minimum of 780 bikes, 60% of which will be EAPCs (Electric assist pedal cycles or 'e-bikes') The hub network will include at least 86 locations city wide and must be operational by March 2023 (the Operational Commencement Date) whilst it is anticipated that the Contract Commencement Date will be in August 2022 when the Mobilisation Period will commence.
The Scheme will run for an initial period of 4 years from the Operational Commencement Date.
The Council is sharing this Invitation to Tender to obtain professional, properly defined and priced propositions for the Parking Enforcement Services.
The Council is seeking to appoint a Contractor to replace its current digital unattended enforcement system and CCTV Traffic Enforcement Cameras. Including providing full maintenance and support of the whole new system. Additionally, to the replacement of the current solution the Council may require the Contractor to supply, install, support, and maintain additional cameras and systems. The purpose of replacing the system is to take advantage of new technology, increase capacity and functionality to enable efficient enforcement of traffic regulations to support the wider goals of the city's Carbon Neutral 2030 commitment. The Council anticipates the expansion of the CCTV Traffic Enforcement camera network and the capacity to accommodate this must therefore be shown by the successful tenderer. The Contractor is to also make provision for (up to) a further 59 cameras and additional capturing and reviewing stations to be purchased and installed during the course of the contract should the Council wish to do so. This additional spend is subject to funding from other sources and by no means guaranteed to the Contractor. The Contractor is to fund all mobilisation, equipment, and installation costs (related to the initial 37 cameras). The Contractor will invoice the Council for these costs once the solution has been signed off by the Council on the go-live date.
