Belfast City Airport Ltd ("BCA") requires the provision of an aviation security service. This includes screening of passengers and cabin baggage, hold baggage screening, goods in screening, vehicle access, security patrolling, control room management, emergency response, fire warden and first aid duties. The service will also require the provision by the Contractor of a suitable vehicle for mobile airside patrol (such vehicle shall be subject to BCA's approval and will need to be suitable for handling rough terrain around the airport perimeter), radios and proof of presence equipment, all at the Contractor's cost and in accordance with prevailing security standards.
The services will be required 365 days per year (albeit the Airport is closed to passengers on Christmas Day), between the following hours: Summer 0400 - 2200 and Winter 0430 - 2200 (extended for exceptional circumstances to 2359).
The Contractor will be fully responsible for the day to day management of the services in accordance with all applicable legislation, regulations and codes. Without limiting the foregoing, the services must be delivered in line with chapter 11 of the Single Consolidated Direction - issue April 2022 and all equipment used is subject to BCA security manager's approval.

Fuel Farm Management and Into-Plane Services Tender
Belfast City Airport ("BCA") is seeking to appoint an operator to provide services and operate facilities for the purposes of aviation fuel storage management, into-plane and refuelling operations at George Best Belfast City Airport ("Airport") throughout hours of operation at the Airport. It is currently anticipated that the key role of the appointed party will be to assist BCA in its objective to provide at the Airport: (1) a safe, cost efficient and operationally effective system for receipt, storage and distribution of jet fuel to operating aircraft; (2) at all times ensure that an adequate stock of fuel is available in order to provide uninterrupted service to operating aircraft; (3) full management responsibility for the operation and of the fuel facility, to include: (a) ensuring product quality assurance; (b) providing stock management services; (c) performing into-plane operations in line with all appropriate industry standards; and (d) maintaining a management system for health, safety and environmental matters (including issuing risk assessments where appropriate).
The successful operator will be responsible for the overall management and provision of the services in accordance with principles of open and fair access to all fuel suppliers.
The operator will assist BCA with the management of the operational aspects of the relationship with operating airlines.
The operator may be required to transfer into its employment the staff currently employed by the incumbent operator and in doing so, must abide by all relevant TUPE Regulations.
The operator will utilise BCA's facilities and equipment to provide the Services and operate the fuel facilities, including refuelling bowsers. BCA will retain ownership of the fuelling facilities, associated equipment and infrastructure at BCA.
Throughout the contract, the operator will be expected to: (a) provide and maintain manuals, procedures and processes for the safe and efficient operation of the facility in line with industry standards; and (b) provide, as appropriate, technical support linked to any development of the fuelling facilities, including demand forecasting, and any ongoing maintenance of the facilities.

BCA requires provision of hard and soft facilities management services and waste management services (including the provision of an asset tagging and management system) at Belfast City Airport, the anticipated starting date for which is 1 January 2025. The intention of the procurement is to appoint a single contractor to be responsible for all such services, which are summarised in the Pre-Qualification Questionnaire. The contractor will be expected to provide all equipment necessary and enter into appropriate sub-contracting arrangements. All maintenance works and services are carried out by appropriately qualified contractors and/or skilled staff and in accordance with any relevant Codes of Practice and statutory provisions using proper materials of suitable quality. The duration of the Hard FM & Soft FM Services Agreement will be 3 years, with the option to extend for two further periods of 12 months each, at BCA's discretion.

BCA requires the provision of a PRM service operated on behalf of the airport authority for all airlines, to be delivered in line with ECAC Doc 30, CAP 1228 and CAP 1228a. The Services extend from meeting passengers requiring assistance in the car park and assisting them throughout their airport journey to boarding and seating them on the aircraft. The Services also require: (a) the disembarking of passengers requiring assistance from arriving aircraft, through the terminal, baggage collection and to onward transport; and (b) the supply, operation, maintenance and cleaning of appropriate equipment, such as wheelchairs, Smax chair, aviramp and ambilifts. The Contractor will need to supply (at a minimum) three ambilifts, an aviramp, an aisle chair and a number and range of wheelchairs, together with any other equipment which the Contractor deems necessary to provide the Services. BCA does however own a Smax chair which the Contractor will be entitled to use during, and in accordance with the terms of, the Services Agreement.
