Aylesbury Town Council Christmas Light Scheme for 2025-2027
Aylesbury Town Council ( the Council) has the responsibility for the Christmas light displays through out the town centre. Prior to this the responsibility was held by Buckinghamshire Council but it was devolved to the Council in 2022.
Buckinghamshire Council continues to oversee and maintain the electrical highway infrastructure, while non- highway electrical infrastructure is managed through agreement with landlords.
Aylesbury Town Council Objectives
The following objectives apply to all services and shall be adhered to throughout the contract period, as further detailed in the Scope of Services:
1. Hire of Equipment: Equipment should be hired by the Council, not purchased.
2. Design and Installation: Design, supply, and install a high-quality Christmas festive themed display for Aylesbury Town Centre in specific locations for a 3-year contract starting in March 2025 with installation taking place from October 2025.
3. Quality and Value: Deliver a service that offers both quality and value for money.
4. Christmas Tree Decoration: Dress a 25ft Christmas tree provided by the Council.
5. Compliance: Meet or exceed all statutory and legal obligations related to the provision of services. This includes, but is not limited to: HERS Certification, G39, IPAF, SWQR Card, and required levels of insurances as detailed in the Standard Selection Questionnaire for Christmas Lights for 2025-2027.
6. Environmental Considerations: It is important to the Council that a reasonable proportion of the products are expected to be environmentally friendly.
7. Storage: Store all products when not in use in a dry, secure, safe environment where they will come to no damage.
8. Annual PAT Testing: Conduct annual PAT testing of all equipment and supply relevant certification.
9. Installation and Removal: Handle the installation and removal of the displays.
10. Maintenance: Provide quotes for potential maintenance issues.

The successful supplier will be required to work closely with the Council on this on this project ensuring transparency in accounts and working practices.
The anticipated start date of the contract is 1 March 2025 and will be a 3 year contract.
The contract value is £270,000 spread across the 3 years.

The provision of seasonal Floral Displays (2026-2028)
Aylesbury Town Council is inviting tenders for the provision of floral display services for the Town. The contract covers a 3-year term (commencing on the 1st June 2026), with particular focus on high quality and an impactful visual design.
The Council requires a supplier to deliver on the following:
• The design and supply of seasonal schemes (Summer and Winter) for a range of locations/planter types. Including hanging baskets, troughs and roundabouts.
• The installation and timely delivery across the Town for the floral displays.
• The full maintenance of the floral displays, including watering, feeding and deadheading.
• Sustainability, with commitments to peat-free compost and pollinator friendly planting.
This procedure is conducted under the Procurement Act 2023 using the Competitive Flexible Procedure (CFP). This has therefore been designed into a multi-stage process to ensure the most advantageous tender (MAT) is selected. The stages of this procurement are as follows:
• Stage 1: Standard Selection Questionnaire (SSQ) and the technical questions (quality).
• Stage 2: Detailed commercial response (price) and social value assessment in line with the social value model theme of fighting climate change.
• Stage 3: Final award stage.
The evaluation criteria is weighted across three areas, these are the following:
• Quality - 50%
• Price - 40%
• Social Value 10%
The total contract value is estimated to £312,105.00 over three years excl VAT.
The deadline for this opportunity is the 05/01/2026, as suppliers are required to fulfil the minimum score on Stage 1 to progress onto Stages 2 and 3.
