The Contract applies to houses and flatted properties belonging to Ferguslie Park Housing Association within the Ferguslie Park area of Paisley. (Refer Tender Document 5 for further information). The Contract term will be for an initial two year period with optional annual 1 year + 1Year + 1 Year extensions up to a maximum contract duration of five years overall.
The decision to award the contract extensions will be at the discretion of Ferguslie Park Housing Association and will be on the basis of one year increments. Bidders should note that the list of properties and scope of works required to be carried out may increase or decrease during the contract period. Bidders are also advised that Ferguslie Park Housing Association may extend the Contract to additional properties within Paisley to take account of any changes to requirements or new stock acquired during the Contract.

Description of the Framework
This Framework will be to undertake works on Ark Housing Association (AHA) and Ark Services Limited (ASL) properties. It will be one contract but both AHA and ASL works will be separately invoiced.
The Framework is a 3 Geographical Lots, with 11 multi-lotted trade lots specific to service the Associations Reactive Repairs & Maintenance and Voids to tenants and owners and may include Cyclical maintenance services, Medical Adaptations and adhoc Capital works. The Framework will be for a period of 4 years; it will initially run for 24 months and then will have the option to extend for a further 2 single 12-month periods at The Association’s individual discretion.
Provision of an integrated Payroll and Human Resources Management System with an inhouse payroll team and provision to link to the organisation’s scheduling system.
The services and works to be undertaken (hereinafter referred to as the Works) comprises the provision of a maintenance framework contract running concurrently with multiple providers for: grass cutting in communal areas, gardens and backcourts; shrub pruning; litter/ leaf collection; sharps removal; weed control; hedge cutting; sweeping & cleaning hard standings/ parking bays; cleaning external bin stores; and wheelie bin collection management; to access and external common areas. Also common close stair & window cleaning (refer property list at schedule 3); one off/ ad-hoc domestic bulk item clearance, uplift/ disposal and clearing void properties. All as indicated within the red boundaries and/ or highlighted in the ‘key to maintenance works’ at Schedule 1, which is the contract area.
Duties include: Reporting in/out at the Employer’s offices at the start and end of each working day; initial clean up and maintenance plan; regular weekly inspection throughout year: report on condition of shrubs, trees, play areas etc, recommendations for maintenance and improvement; quarterly review of contractor performance.

The Contract will also include an annual tree survey, tree maintenance services, tree and stump removal works, and repairs to existing damaged grass and other landscaped areas.
Ferguslie Park Housing Association are undertaking the procurement for the Contract in accordance with Regulation 21 (Reserved Contacts) and Regulation 28 (Open Procedure) of The Public Contracts (Scotland) Regulations 2015.
Participation in the procurement and the award of the Contract is reserved to a supported business. A ‘Supported Business’ means an economic operator whose main aim is the social and professional integration of disabled or disadvantaged persons and where at least 30% of the employees of the economic operator are disabled or disadvantaged persons.
