The intention of this Competition is for Alpha Housing to establish a multi-supplier Framework for the procurement of Contracting Services. These services relate to refurbishment projects with a pre-tender estimate construction value less than £1,000,000 (£1m GBP) excluding VAT. It is envisaged that (subject to a sufficient number of compliant and satisfactory responses being received) Alpha Housing will appoint a maximum of six (6) Contractors to the Framework. Alpha Housing intends to award Call-off Contracts under the Framework using a mini competition. The anticipated duration of the Framework Agreement will be for an initial period of two (2) years with an option to extend for two (2) further periods of twelve (12) months each. The potential value, excluding VAT, of this Framework has been estimated between £3,000,000 to £5,000,000 (four years).
Alpha Housing Association wish to appoint Developers to a Framework for the provision of Land, Design and Build. Subject to the number of satisfactory responses it is expected that up to six (6) Framework Operators will be appointed to deliver land, design team and contractor and ultimately completed housing units. Tenders will be assessed on the basis of Most Economically Advantageous Tender. Following the full evaluation, Tenderers who are successful will be ranked in terms of their overall score for admittance to the Framework. Alpha’s minimum expectation is that each proposal for the provision of Land, Design and build for sites must deliver at least 5 units. The estimated value range of the framework is £4600000- £4700000 including VAT over the term.
The project is for the delivery of social housing units in NIHE North, South and Belfast Regions by means of a Land Design and Build Framework Agreement in which the Economic Operators provide the land, designs, and constructs the scheme for Alpha Housing in accordance with the DfC Housing Association Guide, Employer's requirements and Statutory Body requirements.
