For each Lot Advantage South West is seeking to select, by a competitive tendering process, one company who will be awarded a 4 year Framework (1/1/23 - 31/12/26) from which Members will award Contracts for the supply of kitchen units and associated items to each Member (or their contractors). Advantage South West Members will enter into Contracts with the successful tenderer for their requirements that may be satisfied directly or via contractors. These Contracts will be for a maximum of 3 years and will be awarded during the term of the Framework. Members will be able to enter consecutively into more than one Contract for their requirements thus a successful company can supply for up to 6 years.
Additionally each Lot will contain a second company (and consequently has been advertised as a multi-supplier framework) which shall be in place as a "reserve" should the company selected as detailed in the paragraph above consistently fail to meet the performance requirements.
It will not be possible to obtain prices for every product that Members may wish to specify over the duration of the framework so please be aware that we will almost certainly require the successful tenderer to add similar products to the framework during its duration.

The framework is for the supply of air source heat pumps and associated products and associated services.
Advantage South West is seeking to select, by a competitive tendering process, three companies who will be awarded a 4 year Framework (1/1/23 - 31/12/26) from which Members (or their contractors) will award Contracts for the supply of air source heat pumps and associated products and associated services to Members (or their contractors). Advantage South West Members will enter into Contracts with the successful tenderer(s) for their requirements that may be satisfied directly or via contractors. These Contracts will be for a maximum of 3 years and will be awarded during the term of the Framework. Members will be able to enter consecutively into more than one Contract for their requirements thus a successful company can supply for up to 6 years.
We have decided to include three companies on the framework as there are concerns about product availability during the duration of the framework. The company in first place will receive all orders with the second and third as 'reserve' companies. If the first placed company is unable to supply then the second placed company will be contacted, if they cannot supply then the third placed company. It is our expectation that the first placed company will supply all units under the framework. If there are ongoing product reliability or service level issues with units supplied then we reserve the right to remove companies from the framework.
The framework will be used for all requirements including planned upgrades, responsive upgrades, void properties and in new build properties.
Applicants will be aware that social housing landlords are currently preparing their decarbonisa-tion strategies ready for implementation. The external funding regime is currently somewhat short term. As a result of this it is difficult to confidently predict accurate numbers of units that will be required over the duration of this framework. Current supply is averaging around 600 p.a, but this is expected to increase dramatically during the duration of the framework. Consequently we have included a spend threshold in the contract notices of £50m, significantly higher than would be expected based on past spend.

ASW is creating a DPS for the Provision of Energy Efficiency & Decarbonisation Retrofit Works, Services and Supplies for a period of ten years. This will be an approved list of companies that can carry out relevant works, services and supplies.
Fabric - including but not limited to the supply and supply & installation and provision of services for energy efficiency and decarbonisation of measures such as External Wall Insulation, Internal wall insulation, Cavity wall insulation, Cavity wall insulation extraction, Loft insulation, Floor insulation, Flat roof insulation, Windows (already have an ASW framework), Doors (already have an ASW framework), Roof replacement

Responses (CPQ Responses) to this selection questionnaire (CPQ) will be used in the first step of selecting suitably qualified and experienced consultants (Participants) to be invited to tender. It is intended that the Client will shortlist a maximum of 5 Participants per Lot, to be invited to submit tenders / initial tenders in line with section 20(4)(a) of the Act. Those bidders will have met all requirements including the pass / fail questions and be in the top 5 after LiveWest have evaluated the scored submissions. Only these bidders will be shortlisted for stage 2 (ITT)
In the event that Participants score within 1 point of the 5th highest scoring Participant, LiveWest Homes Limited reserves the right to shortlist all additional Participants who have passed all ‘pass / fail’ requirements and are within 1 mark of the 5th highest scoring Participant. In the event that LiveWest Homes Limited exercises this discretion, it will notify all Participants in writing of the number of Participants to be shortlisted.
