Aberdeen City Council requires a Framework of Supported Living Services for people who need support and/or assistance to establish and maintain independent living. These services will be delivered to adults with varying needs who may have learning disabilities, physical disabilities, mental health difficulties or acquired brain injury and those who are experiencing difficulties associated with using drugs and/or alcohol and those with forensic histories.
Aberdeen City Council is seeking for the provision and operation of an eBike hire scheme in Aberdeen with a start-off minimum fleet size of no less than 200 (two hundred) eBikes.
The Council intends to regenerate Union Terrace Gardens located within Aberdeen City Centre as part of the Council’s City Centre Master Plan. The rejuvenation of Union Terrace Gardens is one of 22 projects identified within the City Centre Masterplan.
The proposed scheme includes the overall landscape design of the former Victorian gardens, including restoration of key heritage features along with the inclusion of new contemporary landscape features. The scheme also includes a series of new architectural interventions, namely new elevated walkway structures and three new buildings within the setting of the gardens.
Multiple Supplier Framework to deliver the design and build aspects of the Internal Works to Houses and flatted properties Framework. This involves work to renew and upgrade elements such as kitchens, bathrooms, electrical installations, joinery, partitions, floors coverings, decoration, and all associated making good. This framework is to have a duration of two years, with the potential for this to be extended by two further periods of one year, during which period a number of call-offs may be initiated. Interested parties are invited to submit completed SPDs that will allow Aberdeen City Council to select bidders to invite to the next stage. These SPD Instructions provide full details of the selection criteria applicable at this stage. Only those bidders who are short-listed as a result of the SPD evaluation process described in these instructions will be issued with an Invitation to Tender (ITT).
Aberdeen City Council intends to issue an ITT up to a maximum of SIX bidders.
Bidders should note that the estimated value below consists of the provisional budget allocated within the capital plan for all contractors.
The actual value per contractor will be expected to be a much smaller proportion following distribution of work amongst an anticipated 3no framework contractors, work carried out by direct in-house resources, contingency allowances, non-access to properties, efficiency savings, and subject to regular reviews and re-allocations of priorities by the Council.
The non-binding target is that each framework contractor would receive approximately GBP3-5Million of work turnover per year.
The framework contractors will also be required to perform to the council's key performance indicator targets, and community benefits expectations (described elsewhere).
Contract for the provision of Delivery Partner Service for the Aberdeen Just Transition Collaboration, comprising convening, collaboration, research, engagement, reporting and development of proposals for action towards ensuring justice is better embedded within Aberdeen’s energy transition.
Aberdeen City Council intend to award a single contract for the provision of a care at home service which will be delivered to all adults (i.e. those over 16 years of age) across Aberdeen City deemed in need of Services regardless of primary care type. This will include individuals who may have learning disabilities, physical disabilities, mental health difficulties, acquired brain injury and those who are experiencing difficulties associated with using drugs and/or alcohol.

Grange Very Sheltered Housing Complex, Dyce, Aberdeen.
The duration of the contract will be from 1st April 2024 to 31 March 2027; there will also be an optional 2 year extension.
The contract will be block funded and the funding for the three years will be a maximum of GBP1,976,400. Any subsequent agreed uplifts
will be applied to this figure.
Aberdeen City Council is seeking to commission whole family support services.
The aim is to provide a more integrated approach of support provisions to children, young people (0-18 years) and families whose home address is within the Aberdeen City boundary and times when a child is living outside on a temporary basis. To strengthen and coordinate early intervention services to children, young people, and families with the following needs:
-Families exposed to trauma
-Children in conflict with the law
-Children on the edge of care
-Children with disabilities
As part of the stakeholder engagement, those with lived experience were asked to complete a short questionnaire (supported by their services). The themes which were identified as important to those with lived experience included:
-Support Services in community
-Emotional support for parents and children
-Affordable activities for Children
-Financial and practical support
-Support with children who are not attending school
-Early mental health support
-Support with sensory needs and children with neurodiversity/ learning disability
The contract term is for two years with a three-year optional extension (2+1+1+1).
Aberdeen City Council intends to employ an organisation to undertake Single Building Assessment of 22 over-clad, high-rise
blocks in Aberdeen. These assessments are to conform to the requirements of the Scottish Government’s ‘’Single Building Assessment
Specification Document’’, June 2024. For 20 of these blocks the ownership of these blocks is shared between the Council and a number of private owners.
Aberdeen City Council, Aberdeenshire Council and The Highland Council wish to appoint Funeral Directors to carry out national assistance funerals under section 87 of the Burial and Cremation (Scotland) Act 2016 or relevant legislation as appropriate.

Regional lotting has also been applied and tenderers can apply for one or more region(s) within a Council area. The Councils require the provision of a free impartial information, advice and support service on all aspects of fuel poverty and energy efficiency to help alleviate fuel poverty, improve the energy efficiency of housing, maximise residents’ income and reduce carbon emissions.
Aberdeen City Health & Social Care partnership required a provider to develop and deliver a Discharge to Assess service. The provider who would develop a stand alone team who would work alongside hospital staff to identify individuals who are medically fit to be discharged but require a period of recovery, assessment and enablement in their own home environment. The level of need of these individuals would normally indicate that they would require a care home environment. Following a targeted period of support at home, including overnight support where required, the individual’s need for ongoing support will be assessed and commissioned from existing providers if required.
This tender is for the Operation & Maintenance duties associated with a new district heating network being established in Torry, Aberdeen. There will also be a requirement for the successful contractor to undertake (or arrange and manage the undertaking of) some upgrading and additional infrastructure works in relation to expansion of the physical district heating system as the network grows as well as the potential to deliver Metering & Billing services.
Aberdeen City Council requires support services for both Adult and Young Carers who are resident in Aberdeen City. The overall aim of the services is to support people and enhance the experience of those who identify as a Carer. Ensuring that they have access to relevant information and that they feel respected, listened to, valued and involved. In doing all of this, the carer will feel able to plan, maintain and sustain their caring role and to live a life alongside caring.
The Carers (Scotland) Act 2016, which came into effect on the 1st of April 2018 gives all carers new rights, under one piece of legislation. Fundamental to the delivery of the Carers Services is that the service is provided in line with the legislation laid down within the act as well as working alongside Aberdeen City Council, Aberdeen City Health and Social Care Partnership and relevant partners.
The contracts will commence on 1 April 2025 and will operate for five years until 31 March 2030 plus the option for a two year extension.
The maximum funding for Year 1 of the contract will be:
Adult Carers Service - GBP721000
Young Carers Service - GBP206000
Funding for future years will be subject to any agreed sectoral uplifts.
Aberdeen City Council (The Client) is to carry out the redevelopment of the site to form social housing
rented accommodation (c. 195 nr units) comprising a mix of housing and flatted units, with associated
streets, parking and amenity space. The works are being undertaken as part of an ambitious
programme of works to create high quality social housing units across Aberdeen City and involves the
following:
- All properties to meet Gold Technical Standard
- HfVN
- Current statutory regulation
- Any other requirements set in the ACC High Level Requirements document
- Terms and conditions or the contract
- Take on sites in current conditions and works complete to date
The contract shall be the SBCC Design and Build, 2016 edition, providing a fixed price lump sum. It is
the intention of ACC to novate the design team to the Successful Tenderer. Further detail regarding
the Conditions of Contract shall be provided at the Invitation to Tender stage when the Council shall
confirm which terms and conditions shall apply.

Aberdeen City Council requires the provision of a joint Outreach and Housing First support service to meet the needs of homeless clients with a wide range of support needs.
Currently there are two separate contracts in place covering the above required service, including Outreach Housing Support (OHS) and Housing First (HF), however, the Council has taken the decision to tender as one single contract to increase the flexibility to allow for changes in assessed need of clients.
The contract term is three years plus the option to extend by up to 24 months.
The annual contract value is GBP1275150
The maximum budget for the service (including two-year optional extension i.e., five years) is GBP6375750.
