Operation and Maintenance Services for the Ness Energy from Waste Facility
This is a Prior Information Notice (PIN) only; a Contract Notice will be published once procurement documentation is ready to be issued. Aberdeen City Council, acting as the lead authority, procuring on behalf of users of the Ness Energy from Waste Facility, is seeking to procure the services of a suitably qualified and experienced Contractor to operate and maintain the Energy from Waste Facility. The successful Contractor shall accept and treat all residual waste from the three Councils (Aberdeen City, Aberdeenshire and Moray) from commencement of the service up to a period of 15-20 years (with the potential of a further 5 year extension). It is anticipated that any spare capacity may be filled by securing waste from other third party sources. The value quoted under II.1.5 is for a 20 year term. Under the agreement to be entered into by Aberdeen City Council, as Lead Authority, and the Contractor, Residual Waste may also include residual municipal waste from other bodies (e.g. other Local Authorities established under the Local Government (Scotland) Act 1994) and any successor bodies.
Aberdeen City Council (The Client) intends to employ an organisation to undertake Single Building Assessment of blocks in Aberdeen. These assessments are to conform to the requirements of the Scottish Government’s ‘’Single Building Assessment Specification Document’’, June 2024.
Aberdeen City Health & Social Care Partnership wish to engage a social care provider to develop and deliver a Discharge to Assess Test of Change. This will be run over a maximum period of two years, with built in monitoring and evaluation to ensure that outcomes are being met.
The Test of Change will be delivered by a dedicated team who would work alongside hospital staff in Aberdeen Royal Infirmary to identify individuals who are medically fit to be discharged but require a period of recovery, assessment and enablement in their own home environment. The level of need of these individuals would normally indicate that they would require a care home environment. On discharge the service will provide an intensive, targeted period of support and assessment at home, including wrap around 24/7 support where required. The service will have an enablement focus and include an assessment of a person’s ability to live at home and the level of ongoing support required to enable this. It is anticipated that following this period the supported person would be able to remain in their own home and avoid alternative accommodation.

This is a Prior Information Notice to provide awareness of an upcoming framework tender for MEP (Mechanical, Electrical, Plumbing) Works and Lift Installation Replacement Framework Contract.
The full scope of this framework will be defined following engagement with clients and interested parties as part of ACC's market engagement, including an event in person in Aberdeen City anticipated to be taking place around the 20th September 2024 (to be confirmed).

Multi-agency public sector partners in Aberdeen City are working to develop a Family Support Model to ensure that the services being
delivered to children and families are effective, prioritise early intervention and are aligned to The Promise and UN Convention on the
Rights of the Child. The changing landscape in national policy, legislation and increasing demand on services due to Covid-19 requires a
more responsive and agile system to meet the needs of children and families.
As part of this wider transformation programme, partners want to change how services are commissioned from the third sector by moving
towards a collaborative approach with the aim of developing an alliance to develop and deliver early intervention family support services to
children and families in Aberdeen City.
Aberdeen City Council is now embarking on these first steps of engagement with the wider market to start developing the outcomes of the
alliance.
Subject to necessary committee approvals, Aberdeen City Council aims to work to the following high-level timetable:

Aberdeen City, Aberdeenshire and Moray Health and Social Care Partnership are looking for a Strategic Partner with extensive experience of strategic planning and delivery of whole population suicide prevention initiatives and campaigns that meet the requirements of Creating Hope Together - Scotland's Suicide Prevention Strategy 2022-23. (Creating Hope Together: Scotland’s Suicide Prevention Strategy 2022-2032 (www.gov.scot)) Any Strategic Partner will be expected to contribute their own organisation's funding and people to work alongside colleagues from across Grampian from various Health & Social Care Partnerships, Local Authorities, NHS, Police Scotland and other statutory and third sector organisations. Our Strategic Partner will also need to have extensive and established links with Academia and other agencies around relevant research, evaluation and evidence based practices.
Our Strategic Partner will be expected to have knowledge and understanding of the three Partnership areas and their specific needs and be able to demonstrate how they will provide an innovative, flexible and responsive service within each location.
The Strategic Partner must have the ability to commence this service on 1 April 2023.

hydrogen supply market engagement to commercial agreements
The purpose of this market sounding exercise is to seek responses from those parties who may be interested in exploring a commercial supply of hydrogen from Aberdeen City Council production facilities (TECA/ACHES) in 2023 and beyond.
The Aberdeen City Health and Social Care Partnership (ACHSCP) and its partner agencies Aberdeen City Council and NHS Grampian are currently considering the future provision of advocacy services within the city.
We require a flexible and responsive provider with proven experience in the delivery of effective, independent advocacy services to provide the required type of advocacy – one-to-one, collective and non-instructed - in accordance with Scottish Independent Advocacy Alliance principles, standards and codes of practice, and within agreed referral timescales and durations of time so that identified outcomes can be fulfilled.
Advocacy referrals may come from a wide range of client groups including: Mental Health, Learning Disability, Older People, Physical Disabilities, Problematic Substance Use, Unpaid Carers and individuals who are involved in the ASP process. The provider should be able to demonstrate experience in working with all of these client groups, understand their strategic and statutory context and be able to offer appropriate advice, guidance and support in respect of the issues that can arise for individuals from one or more of these groups.
The estimated total contract value is based on a contract length of 5 years (3 plus 2yrs potential extension). This contract value may vary depending on confirmation of available funding.

Request for Information - Framework Agreement for the Provision of Trades and Driving Agency Workers
The Council are looking to engage with the market around the possible let of a framework for the provision of agency workers in relation to trades and driving roles.
The Aberdeen City Health and Social Care Partnership (ACHSCP) requires the provision of additional care and support at home services for adults for an initial period of 3 months from January to March 2023, with a potential extension of 12 months to March 2024. It is anticipated that in the region of 2,300 additional hours will be required per week during this period to respond to higher demand over winter and add capacity to the system.
