ARK Group DMCC (hereinafter referred to as "ARK") is seeking to enter into a Long-Term Agreement (LTA) with hotel vendors for the provision of accommodation services outside Beirut in Jbeil/Fidar area as detailed in the Statement of Work (SOW) at Annex 1. This ITB may result in award of a single or multiple Long-Term Agreements for one or more qualified service providers. ARK is a stabilisation and development company committed to empowering local communities and beneficiaries in conflict, post-conflict, and fragile areas through the provision of evidence-based programmatic interventions, policy recommendations, research and capacity-building. Working with local communities, ARK seeks to understand and then mitigate the negative effects of conflict and instability, enhancing social cohesion and resilience whist promoting human security, development and economic opportunity. ARK is registered in the United Arab Emirates, with project offices in Lebanon, Jordan and the UK. The services under this ITB are required for the Beirut branch office. Instructions for Submitting Proposals a. This ITB consists of the following documents: - This ITB with submission instructions and evaluation criteria - Annex 1: Statement of Work - Annex 2: Proposal Declaration Form b. Proposals shall be submitted in two separate emails to procurement@arkgroupdmcc.com one for technical submission and the other for price submission adhering to the following instructions: 2ITB-LTA-22-ARKLB0052 1. The first email shall be marked "[Your Company Name] - ITB-LTA-22-ARKLB0052 Technical Proposal" and contain the below: - Proposal Declaration Form - A copy of your company registration document(s) - Technical Proposal 2.The second email shall be marked "[Your Company Name] - ITB-LTA-22-ARKLB0052 Price Proposal" and include your Price Proposal only. The technical proposal must not make reference to cost or pricing information at any point. This will ensure that technical evaluation is made strictly on the basis of technical merit. Failure to agree and comply with any of the above specifications may result in the proposal being rejected. c. Proposals must be received by ARK no later than 16 October 2022, 18:00 (Local - Beirut, Lebanon). Any proposal received after this date and time will be rejected. d. The purpose of this Invitation to Bid (ITB) is to solicit tenders from qualified service providers for air charter and ground handling services in Haiti and Jamaica. These services are integral to ARK's role in supporting the implementation of thirty training courses sponsored by Global Affairs Canada (GAC), which the Royal Canadian Mounted Police deliver to the Police Nationale d'Haiti (PNH), at a training facility in Jamaica. The courses will enhance the PNH capability, thereby strengthening Haiti's overall security capacity and infrastructure. As the courses are delivered in Jamaica, the service provider will be responsible for providing safe, efficient, and frictionless transportation of PNH officers and key project stakeholders between Port-au-Prince, Haiti, and Kingston, Jamaica, between February and June 2024. Through this Invitation to Bid (ITB), ARK seeks to establish a Long-Term Agreement (LTA) with a service provider who demonstrates a steadfast commitment to safety, reliability, and quality of service. The primary goal is to ensure that all transportation needs of the project are met with the highest standards, thereby contributing to the overall success of the project and ensuring client satisfaction. Additionally, this agreement aims to alleviate ARK's need to conduct separate tenders for each flight, streamlining the process and enhancing efficiency. ARK is seeking the following services. a. ARK is seeking an experienced and qualified training provider to deliver a FREC 3 course to 10 members of its training team in Lebanon. Training providers should have experience of training organisations linked to the military, law enforcement or PSC/PMCs. The training provider must be able to deliver training from 10 Jan 25. Background: The UK Government has been providing security assistance to the Lebanese Armed Forces (LAF) for over a decade which significantly contributes to Lebanon's security and stability. 1. Purpose The purpose of this Invitation to Bid (ITB) is to solicit proposals from licensed, reputable and experienced vehicle hire companies based in Lebanon to establish a Long-Term Agreement (LTA) with ARK for the provision of hire vehicles for 14-months between 1 February 2025 and 31 March 2026. The chosen supplier will provide vehicles as required, for use by ARK throughout Lebanon in accordance with the requirements and details outlined in this RFP and the Statement of Work (SOW) at Annex 1. Vehicles will be requested through monthly Call Down Orders (CDOs).
