The council intends to appoint a provider to deliver an ongoing window replacement programme for its low rise housing stock (up to four storeys), primarily during the spring and summer months. Works may be carried out simultaneously across multiple nearby streets or blocks and will include the replacement or repair of windows, balcony doors, entrance doors, and related building fabric elements. In addition, Bristol City Council requires window servicing for several high rise buildings (five storeys and above), with works taking place across the city. The scope includes, but is not limited to: 1. Scaffolding installation and management 2. UPVC, timber, and aluminium window and door replacement 3. Spandrel panel replacement 4. Window and door repairs 5. Window servicing across applicable properties
For the purpose of supplying and installing new UPVC windows across a range of properties, including 2-4 storey low‑rise blocks managed by Landlord Services. The top 3 scoring providers will be admitted to this lot. Works that can be priced using the provided NHF Schedule of Rates (SORs) will be issued as direct awards to the 3 providers in ranked order. The lot is ranked (1)(2)(3) based on the weightings let at time of framework tender and is anticipated to receive the following percentage of anticipated value of work across the lot. Rank 1: 50%, Rank 2: 30%, Rank 3: 20% Weightings for lot 1: 60% price, 20% quality, 20% social value (18% quantitative + 2% Qualitative Delivery Plan)
For the purpose of carrying out sash and full window replacements. Any non-like‑for‑like work will require Planning Department approval before starting. The top 4 scoring providers will be admitted to this lot. Lot 2 of this framework will be awarded and managed through mini‑competitions. Successful suppliers appointed to Lot 2 will be invited to take part in individual mini‑competitions as requirements arise. For each mini‑competition, Bristol City Council will issue a specification, evaluation criteria, and submission deadlines. Work will be awarded based on the outcome of each mini‑competition rather than a direct call‑off. Weightings for Lot 2: 60% price, 32% quality and 8% social value
For the purpose of undertaking window servicing works on a 5 year rolling programme across 62 high rise blocks. The top 3 scoring providers will be admitted to this lot. Works that can be priced using the provided NHF Schedule of Rates (SORs) will be issued as direct awards to the 3 providers in ranked order. Each new order is offered to the first ranked provider in the sequence; if a provider is unable to accept, the offer moves to the next ranked provider. Weightings for lot 3: 60% price, 32% quality and 8% social value
