Modification Notice Original description: The National Audit Office (NAO) is the UK's independent public spending watchdog. It supports Parliament in holding government to account and helps improve public services through high-quality audits. The NAO sought to transform how it undertakes financial audits by procuring a flexible case management technology solution capable of supporting dynamic workflows, robust content management, effective collaboration, data‐led audit capability, and seamless integration with existing NAO systems. To achieve this, NAO launched a Competitive Dialogue procurement exercise in 2020, resulting in the contract award in 2022. Description of the modifications The contract was amended to increase the implementation phase cost by £109,983.37. Delivery dates for final milestones were revised, and certain functional requirements were updated following completion of the MVP stage. Elements no longer required for the implementation phase were removed, while others were replaced to reflect technological developments and improved user benefits. Enhanced security requirements were also introduced. The overall scope of the contracted solution remain unchanged Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor: The modification arose from circumstances identified after contract award during implementation. Following novation to Node4 Limited, delivery complexity exceeded that anticipated at award, creating a material and unforeseeable risk to delivery continuity. To mitigate this risk, delivery arrangements and funding were adjusted. Post‐MVP requirement refinements and enhanced security led to milestone changes and a cost increase of £109,623.37. The changes do not alter the contract's scope.
