This notice is placed as a Prior Information Notice (PIN) in order to inform the market of NHS England Health and Justice South East's, (the Commissioner's) intention to commission services for Haslar Immigration Removal Centre (IRC). The intention is to commission an outcome focused, integrated primary healthcare service, equivalent to that available to the local community, delivering physical health, mental health, substance misuse and dental services. At this time, the Commissioner would like to understand the level of provider interest in delivering the services and warmly invites interested parties to attend a market engagement event being held on: Thursday 29th January 2026 between 10:0 am - 15:0 pm in Southampton, Hampshire. The purpose of the event will be to share further detail of the commissioner's aims and objectives for the service, as well as provide an opportunity for commissioners to obtain valuable feedback from providers and key stakeholders to help inform the commissioning strategy. Details on how to register to attend the event are provided below. The Commissioners will be contracting the services using a prime provider model, in order to support integrated, patient centred care across the full range of service specialties required to manage the complex healthcare needs of those in the IRC setting. The Commissioner will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. Haslar IRC is located in Gosport, Hampshire and is due to have a maximum operational capacity of 600 male detainees. The initial operational capacity, over the first three years of the contract, is expected to be 130 detainees. Post this term of the contract, there is expected to be an incremental increase in occupancy, as detainees are placed there, ramping up to full operational capacity. The Contract term is expected to be 7 years and 6 months, commencing from 1st January 2027. This includes a 6 month mobilisation period, with healthcare services expected to commence from July 2027. The maximum total (indicative) contract value (exclusive of the mobilisation period) is expected to be £19,052,185. This exercise is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners.
