Prior Information Notice (PIN) The purpose of this PIN is to maximise transparency and competition for the upcoming tender being carried out via the Crown Commercial Services RM6313 Demand Management & Renewables Dynamic Purchasing (DPS) System. https://www.crowncommercial.gov.uk/agreements/RM6313 All details in this PIN are subject to updates or change. It is not a formal invitation to tender. Procurement / Project Information Project Wren Scope: The Whitehall District Heating System (WDHS) is currently powered by 4 large boilers and supplies heat to 17 Buildings across Whitehall in London. Project WREN (Whitehall Renewable Energy Network), aims to provide enabling works to potentially decarbonise the WDHS in future years to come. Project WREN will reduce the operating temperature from 145 degrees to 95 degrees and introduce a variable flow rate across the system; to achieve this the project will need to replace 49 Plate Heat Exchangers across 24 plant rooms in 11 buildings, as well as carrying out some modifications to the primary side pumps within the main boiler house. The new PHE's must be capable to withstand a potential second drop in operating temperature in the future to 65 degrees. Not all plantrooms are the same and therefore all designs will need to be tailored to each specific plantroom. The contract will be a design and build contract, the contractor will be given a RIBA 3 developed design which they will progress to a RIBA 4 and issue 'Drawings for construction' for approval with the GPA. Notwithstanding any approval from the GPA the contractor will maintain design liability for the project. The Contractor will need to complete the onsite works within 2 summer shut down periods between 01 May 2026 to 30 September 2026 and 01 May 2027 to 30 May 2027, when the district heating system is not in operation. Due to the location and security level of the project all personnel working on the project must hold a minimum of SC clearance. Dynamic Purchasing System (DPS) It is intended that the tender will be held via Crown Commercial Services RM6313 Demand Management & Renewables DPS.
