East Ayrshire Council has an ongoing requirement for the reactive maintenance and planned minor works of its mechanical and electrical installations across its non-housing properties which the Council has responsibility for within the geographical boundaries of East Ayrshire. The Councils current contract (PS-17-02) is due to expire on 20 October 2023 and the Council are seeking expressions of interest from suitably qualified contractors. In addition to this Prior Information Notice (PIN), the Council are looking to conduct market research, and engage with a select few, with regards the procurement strategy for the contract. Attached to this PIN is a Market Research Questionnaire which we would appreciate interested contractors to complete and return to us. Aspects for consideration are; - The consolidation of the M&E items or do we split into 2 different contracts. - Length of contract (previously 3 years with 3No. optional 1 year extensions). - Scope of contract (previously included statutory maintenance items, BEMS, planned minor works up to 50k GBP per order). - The use of the National Schedule of Rates (NSR’s are utilised in the current contract). Interested contractors are requested to return their Market Research Questionnaires by no later than Friday 30 September. The Council shall then review the returns and select a shortlist of companies to engage with. Consultations are anticipated to take place during October/November 2022. Please be advised that due to the size of the response anticipated that unsuccessful companies will not hear back.
