A briefing on the background for this opportunity is presented in Appendix A. The objective of this market engagement exercise is to inform suppliers of Heathrow's new model for delivery of its community noise insulation and vortex mitigation schemes, and seek expressions of interest from suppliers wishing to undertake the role of Deliver Partner, as described in Appendix A. Heathrow has traditionally managed the implementation of its community noise insulation and vortex mitigation schemes directly, but is now seeking a new approach, working with a Delivery Partner to manage implementation of its schemes. The primary function of the Delivery Partner is to deliver works related to the residential noise insulation schemes (glazing, acoustics, insulations and vortex) in parallel to the delivery of the community building programme and adobe buildings.
