The Local Government Association (LGA) is issuing this soft market test to invite feedback on our proposal to develop a training programme on digitalisation for local government officers with a view to publishing a formal competitive contract notice which will be open for bidding from all interested suppliers. All council services rely on digital technology to a greater or lesser extent and this has accelerated rapidly as a result of the COVID-19 pandemic. Consequently, many digital services are managed by officers who are experts outside of digital and technology fields. Recognising this, the LGA offers a dedicated Cyber, Digital and Technology (CDT) improvement programme to support councils in integrating and deploying digital technologies while managing security-based risks. We are now looking to develop a training programme for non-technical managers who run services in digital environments. The programme will aim to increase their knowledge, skills and understanding of how to deploy secure, accessible, and modern digital public services. We are inviting suppliers to provide feedback on this proposed programme in order to help us understanding the level of interest and viability in undertaking this work and any anticipated challenges or barriers that may impact this programme as well as broad timescales that will be needed. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
